<br />MINUTES <br />REGULAR CITY COUNCIL MEETING <br />JULY 25, 1979 <br />PAGE 2 <br />(1) permission to order the followirTgtrees to be planted along <br />the southwestern peripheral of Falcon Woods Park in April of <br />1980: 10 Austrian Pine, 10 Scotch Pine, 10 Colorado Spruce, <br />10 White Pine, 10 Black Hill Spruce, 10 Norway Pine, plus 1 <br />Sugar Maple and 1 Pin Cherry to complete the decisious tree <br />planting, the total cost of all the trees to be $527.75. <br />Councilmember Steele moved, seconded by Acting Mayor McGough, <br />that the Park and Playgrc.~rd Development Committee be permitted <br />to purchase the trees at a cost of $527.75. Motion carried <br />unanimously. <br />s~ <br />PARK DEVELOPMENZ <br />(cont.) <br />(2) permission to improve the Idaho-Snelling Playground as follows: <br />Have lines painted on the existing black top for basketball <br />free throws, a volley ball court and two 4-Square games. Also <br />to plant 4 Colorado Blue Spruce Trees on the south side by the. <br />fence at a cost of approximately $100.00. Councilmember Steele <br />moved, seconded by Acting Mayor McGough to authorize the purchase <br />of four Blue Spruce trees and approve the work to be done on the <br />black topped area as requested. Motion carried unanimously. <br />1 <br /> <br />Chairperson Brown also requested permission to trim some branches from the <br />trees in the picnic area and children's playground area of Falcon Woods <br />Park. Acting Mayor McGough volunteered to trim the branches and haul them <br />away. <br />Councilmember Steele led a discussion regarding the possibility of placing KIOSK <br />a 1cio5k at the Municipal Liquor Store for display of notices and Liquor DISCUSSION <br />Store promotions. The subject was delayed until the August 8, 1979 meeting <br />in order that an estimate of the cost could be figured. <br />A letter from the Commonwealth Terrace Cooperative regarding a resolution NOISE ABATE- <br />passed by their Board of Directors' requesting noise abatement during the MENT-C.W.T. <br />___ <br />State Fair was noted. <br />Mr. Marvin Stillman, Flower City, Inc., appeared before Council requesting <br />special permission to have a promotional display on their parking lot at <br />1553 W. Larpenteur during the State Fair. Councilmember Steele moved, <br />seconded by Acting Mayor McGough, that Flower City, Inc. be granted a <br />special use permit to put up an outside display (within reason) during <br />the period of time from August 23, 1979 through and including September <br />3, 1979, and to permit the use of a spot light providing it shines up <br />in the air and does not shine into any residential area. Motion carried <br />unanimously. <br />Mrs. George Willkom appeared before Council on behalf of her husband. <br />Council discussed at length the matter of possible contractual re- <br />employment of Mr. Willkom. Due to the fact that Council did not have <br />a copy of the Consultant Contract prepared by the City Attorney, the <br />matter was deferred to the August 8, 1979 meeting. <br />Councilmember Steele informed he would like the contract to state <br />that Mr. Willkom voluntarily retired and is now desires to be re- <br />employed part time. <br />FLOWER CITY <br />PERMITTED <br />OUTSIDE DIS- <br />PLAY DURING <br />STATE FAIR <br />GEORGE WILLKON <br />EMPLOYMENT <br />STATUS <br />DISCUSSION <br />
