81~ <br />MINUTES <br />SPECIAL CITY COUNCIL MEETING <br />SEPTEMBER 17, 1979 <br /> <br />A special meeting of the Falcon Heights City Council was called to <br />order by Mayor Warkentien at 7:30 p.m. <br />Mayor Warkentien, Councilmembers St.t.el~~, McCough, Brown and Stone. <br />Also present was Clerk Administrator :BdrrieS. <br />None. <br />Mayor Warkentien informed those in attendance that the purpose <br />of the meeting was to review the proposed 1980 City Budget which <br />was submitted by C Jerk Administrator Barnes. <br />Janet Brown, Chairperson, Park and Playground Development Commit- <br />tee, presented that Committee's proposed budget for 1980 as follows: <br />(1) New picnic shelter $3,000 <br />(2) Bleachers 1,000 (donation) <br />(.`s) Concrete Slab 1,500 <br />(4) 3 benches for playground area 450 <br />(S) 2 picnic tables for Grove area 400 <br />(6) Low grill 200 <br />(7) Fertilizer 100 <br />(£3) Replacement of trees 170 <br />(9) Labor for spring planting 100 <br />1 <br /> <br />There was some discussion regarding disbanding the Park and Play- <br />ground llevelopment Committee as it was originally established as a <br />a temporary committee, and the park development is nearly completed. <br />Councilmember Brown moved, seconded by Councilmember Steele, that <br />the Park and Playground Development Committee be continued for the <br />year 1980 with the understanding that in August of 1980 that Com- <br />mittee and the Recreation Advisory Coi~m-ittee will prepare a combined <br />budget for 1981 and will become one committee in 1981. Motion carried <br />unanimously. <br />Councilmember Steele moved, seconded by Councilmember McCough to <br />approve the Park and Playground Development Committee Budget of <br />$5,920 (excluding the $400.00 for repair of the existing shelter <br />roof, that amount to ,be added to Park and Recreation-Maintenance), <br />with the understanding that if outside funds are received that <br />amount will be deducted from the budget. Motion carried unanimously. <br />PRESENT <br />ABSENT <br />1980 BUDGET <br />REVIEW <br />Councilmember Steele announced that Richard FiGcYier, 1784 Arona, RICHARD FISCHER <br />has resigned from the Park and Playground Development Committee. RESIGNS FROM <br />Councilmember Steele moved, seconded by Councilmember Brown, that PARK & PLAYGROUND <br />Council acknowledge the efforts of Etichard Fischer, who has served COMMITTEE <br />meritoriously the Park and Playground llevelopment Committee .for the <br />past 3 years. Motion carried unanimously. <br />Councilmember Steele informed tYiat he feels there is a need for an <br />ice rink at the Idaho-Snelling Playground in order to serve residents <br />east of Snelling. Councilmember Steele moved, seconded by Mayor <br />Warkentien, to allow the Idaho-Snelling Rink to be opened on a volun- <br />teer basis, (as suggested by Jim Jernberg at the September 12th meeting) <br />
