81~ MINUTES SPECIAL CITY COUNCIL MEETING SEPTEMBER 17, 1979 A special meeting of the Falcon Heights City Council was called to order by Mayor Warkentien at 7:30 p.m. Mayor Warkentien, Councilmembers St.t.el~~, McCough, Brown and Stone. Also present was Clerk Administrator :BdrrieS. None. Mayor Warkentien informed those in attendance that the purpose of the meeting was to review the proposed 1980 City Budget which was submitted by C Jerk Administrator Barnes. Janet Brown, Chairperson, Park and Playground Development Commit- tee, presented that Committee's proposed budget for 1980 as follows: (1) New picnic shelter $3,000 (2) Bleachers 1,000 (donation) (.`s) Concrete Slab 1,500 (4) 3 benches for playground area 450 (S) 2 picnic tables for Grove area 400 (6) Low grill 200 (7) Fertilizer 100 (£3) Replacement of trees 170 (9) Labor for spring planting 100 1 There was some discussion regarding disbanding the Park and Play- ground llevelopment Committee as it was originally established as a a temporary committee, and the park development is nearly completed. Councilmember Brown moved, seconded by Councilmember Steele, that the Park and Playground Development Committee be continued for the year 1980 with the understanding that in August of 1980 that Com- mittee and the Recreation Advisory Coi~m-ittee will prepare a combined budget for 1981 and will become one committee in 1981. Motion carried unanimously. Councilmember Steele moved, seconded by Councilmember McCough to approve the Park and Playground Development Committee Budget of $5,920 (excluding the $400.00 for repair of the existing shelter roof, that amount to ,be added to Park and Recreation-Maintenance), with the understanding that if outside funds are received that amount will be deducted from the budget. Motion carried unanimously. PRESENT ABSENT 1980 BUDGET REVIEW Councilmember Steele announced that Richard FiGcYier, 1784 Arona, RICHARD FISCHER has resigned from the Park and Playground Development Committee. RESIGNS FROM Councilmember Steele moved, seconded by Councilmember Brown, that PARK & PLAYGROUND Council acknowledge the efforts of Etichard Fischer, who has served COMMITTEE meritoriously the Park and Playground llevelopment Committee .for the past 3 years. Motion carried unanimously. Councilmember Steele informed tYiat he feels there is a need for an ice rink at the Idaho-Snelling Playground in order to serve residents east of Snelling. Councilmember Steele moved, seconded by Mayor Warkentien, to allow the Idaho-Snelling Rink to be opened on a volun- teer basis, (as suggested by Jim Jernberg at the September 12th meeting)
