He is concerned that emergency vechicles could not get ALLEY BACK OF <br />by if necessary. Chief Renchin has contacted Flower City, as has the FLOWER CITY <br />Deputy, but the problem has not been corrected. <br />A discussion followed regarding possible solutions such as towing or <br />marking the area as afire lane. Mayor Warkentien moved, seconded by <br />Councilmember Steele that Attorney Kenefick be authorized to investi- <br />gate the possibility of marking alleys "30 Minute Parking - Tow Away <br />Zone". Motion carried unanimously. <br />Mayor Warkentien informed Council that a presentation of the 911 Emer- 911 EMERGENCY <br />gency Telephone Service would be given by Ramsey County Committee TELEPHONE <br />Members. SERVICE <br />DISCUSSION <br />Mark Matthews, Administrative Assistant to County Commissioner Don <br />Salverda, introduced Margaret Thorpe from the County Board and Tom <br />Ryan, Legislative person for Ramsey County. <br />In the discussion that followed it was explained that the State law has <br />designated that Ramsey County must submit a plan for the 911 Service. <br />A group of communities have formed a 911 Telephone Board which is attempt- <br />ing to obtain funding for the project and if funding is not obtained, and <br />it is felt that the service is not financially feasible, it is possible <br />that the service will not be implemented. <br />Clerk Administrator Barnes inquired as to whether there would be an <br />additional charge for dispatching the Falcon Heights Fire and Rescue <br />Department. Mr. Matthews said he did not have a definite answer but <br />would attempt to obtain the information. <br />Mr. Matthews noted that other communities have concerns similar to those <br />indicated by Falcon Heights (lack of funds and unable to raise taxes due <br />to the levy limit). He also stated that the City of St. Paul had passed <br />a Resolution approving the concept of 911 but deferring the final draft <br />of the Ramsey County Plan pending a determination of the actual costs. <br />After discussion Council felt this might be a wise example to follow. <br />Councilmember Steele moved, seconded by Councilmember Stone, that a <br />resolution based on the St. Paul example be adopted. Motion carried <br />unanimously. <br />RESOLUTION 79-28 RESOLUTION <br />79-28 <br />A RESOLUTION APPROVING THE CONCEPT OF THE 911 <br />EMERGENCY TELEPHONE SERVICE SYSTEM PROGRAM <br />Mayor Warkentien read a request from Karen Northrup, 1942 Summer, REPUBLICAN <br />requesting the use of the Council Chambers for the Republican Caucus CAUCUS IN <br />for Precincts 1 and 4 on February 26, 1980 at 6:30 p.m. .Mayor Warkentien COUNCIL CHAMBER: <br />moved, seconded by Councilmember Stone that the request be granted. FEB. 26, 1980 <br />Motion carried unanimously. <br />
