~~~ <br /> <br />1 <br />MINUTES <br />SPECIAL CITY <br />DECEMBER 13, <br />PAGE 3 <br />COUNCIL MEETING <br />1979 <br />Attorney Kenefick informed that the Clerk Administrator had contacted NUMBERING OF <br />him regarding drafting an ordinance requiring numbering of all residential ALL STRUCTURES <br />and commercial property in the City. The Attorney presented the ordinance IN CITY <br />which would require numbering of all structures including garages abuting DISCUSSED <br />alleys, such ordinance to go into effect April 1, 1980. <br />Fire Chief Renchin requested that the ordinance be amended to require that <br />the numbering be no less than 4" in heighth. <br />Mayor Warkentien inquired as to whether or not it would be necessary to <br />number all entrances on commercial buildings which have more than one <br />entrance. <br />Council agreed to defer the matter to the December 27, 1979 meeting in <br />order that the Attorney may re-draft the ordinance making necessary changes. <br />Clerk Administrator Barnes informed Council that he had received the Metro INFILTRATION <br />Waste Control Commission report on infiltration and that after many attempts REPORT <br />to convince Metro that Falcon Heights does not have excessive infiltration, <br />the Commission has decided the City actually has very little infiltration. <br />Clerk Administrator Barnes read to Council a letter from Charles Weaver, CABLE TV <br />Chairman of Metro Council, requesting that the Minnesota Cable Communication DELAY <br />Board delay the St. Paul Suburban Area Cable Service Territory to at least <br />January, 1980, as was requested by Falcon Heights and other communities. <br />The Clerk Administrator reported that he had attended a meeting with rep- <br />resentatives of Ramsey County and the University of Minnesota to discuss <br />the Uni_versity's denying a drainage easement over the Falcon Heights <br />Community Park Playground. The University does not want tale placed <br />from the playground to the pond at the Park. (This drainage has been <br />considered necessary due to the reconstruction of Roselawn Avenue.) <br />A final decision was not made as the University wishes to review the <br />plans further. Clerk Administrator Barnes informed the University that <br />a decision must be made by January, 1980. <br />Clerk Administrator Barnes reported to Council that he has been comparing <br />costs of dram shop insurance for the Municipal Liquor Store for the coming <br />year. Although the store has been insured with Stonewall Insurance Co. <br />the past year, he has checked into the possibility of joining the Mid- <br />western States Federation of Beverage Licensees, Inc, which is endorsed <br />by the League of Minnesota Cities and Minnesota Municipal Liquor Stores, <br />Inc.. The primary carrier through the Federation is Ideal Mutual of New <br />York and can provide dram shop insurance for the Municipal Liquor Store <br />at a saving of approximately $900 for the year 1980. <br />Councilmember Stone moved, seconded by Councilmember Brown to authorize <br />the Clerk Administrator to enter into a dram shop insurance policy agree- <br />ment with the James Brokerage Company, writing for Ideal Insurance Co., <br />for the year 1980 and also to join the Midwestern States Federation of <br />Beverage Licensees, Inc.
