10~ <br /> <br />MINUTES <br />SPECIAL CTTY COUNCIL MEETING <br />DECEMBER 27, 1979 <br />PAGE 2 <br />Clerk Administrator Barnes presented a request from the Section 8 <br />Housing Specialist for an increase in salary to $5.00 per hour. This <br />matter had been deferred from the September 12, 1979 meeting. Mayor <br />Warkentien moved, seconded by Councilmember Stone that the salary for <br />the Housing Specialist to be set at $5.00 per hour as of January 1, <br />1980. Upon a vote being taken the following voted "aye": Mayor <br />Warkentien and Councilmember Stone, and the following voted "nay": <br />Councilmember Steele. Motion carried. <br />SECTION 8 HOUSING <br />SPECIALIST SALARY <br />SET AT $5.00 <br />PER HOUR <br />1 <br />Clerk Administrator Barnes requested that Council make a final decision INTERNATIONAL <br />regarding the utilizing of International Systems, Inc. for grant assist- SYSTEMS TO $E <br />ance. Councilmember Steele moved, seconded by Councilmember Stone that INFORMED THAT <br />International Systems, Inc. be informed that the City of Falcon Heights THEIR SERVICES <br />has no further interest in their program. Motion carried unanimously. ARE NOT DESIRED <br />Attorney Kenefick presented to Council a resolution drafted for the <br />purpose of appointing Clerk Administrator Barnes as the Responsible <br />Authority for the City of Falcon Heights which would authorize him <br />to administer the Data Practices Act for the City. The Responsible <br />Authority will determine which city documents are private and which <br />are public and then deal with persons who might want access to the <br />documents. After some discussion Mayor Warkentien moved, seconded <br />by Councilmember Steele that Resolution 79-29 be adopted. Motion <br />carried unanimously. <br />RESOLUTION 79-29 <br />RESOLUTION 79-29 <br />A RESOLUTION APPOINTING A RESPONSIBLE AUTHORITY AND <br />ASSIGNING Dt1TIES UNDER THE DATA PRACTICES ACT <br />n <br />Clerk Administrator Barnes suggested that Council consider changing JANUARY 9,1980 <br />the January 9, 1980 meeting date to January 8, 1980 to permit Council- MEETING DATE <br />members to attend the January 9th Levy Limits Workshop sponsored by CHANGED TO <br />the Association of Metropolitan Municipalities. Mayor Warkentien JANUARY 8, 1980 <br />moved, seconded by Councilmember Steele that the January 9, 1980 meet- <br />ing date be changed to January 8, 1980. Motion carried unanimously. <br />Clerk Administrator Barnes requested authorization for health in- HEALTH INSURANCE <br />surance for Maureen McGough, a Municipal Liquor Store employee. After FOR MAUREEN <br />a discussion Council determined that no insurance should be provided MCGOUGH DEFERRED <br />until the 90 day probation period is completed and the matter will <br />then be reconsidered. <br />Clerk Administrator Barnes informed Council that on February 1, 1980 <br />there will be a cost increase for Blue Cross/Blue Shield for the <br />city employees. The Clerk Administrator has investigated an insur- <br />ance plan with Washington National Insurance Co. (sponsored by the <br />League of Minnesota Cities) and in comparing costs and coverages, <br />he determined the insurance with Washington National would cost <br />approximately $1,000 less per year and would provide the same cov- <br />erage as Blue Cross/Blue Shield except for better coverage on dis- <br />ability and decreasing the life insurance from $10,000 to $5,000. <br />Mayor Warkentien moved, seconded by Councilmember Steele that the <br />group health insurance for city employees be changed from Blue/Cross <br />CITY EMPLOYEE <br />HEALTH INSURANCE <br />TO BE OBTAINED <br />FROM WASHINGTON <br />NATIONAL <br />
