Motion carried unanimously. <br />i~ <br />Prosecuting Attorney Ronald Riach reported to Council regarding his PROSECUTOR <br />activities as Prosecutor for the City of Falcon Heights during the RON RIACH <br />year 1979. He informed Council that 45 new files were opened in 1979, <br />(cases in which persons have pled "not guilty" and are entitled to a <br />trial of some kind) and that 140.9 hours had been spent on City cases, <br />part of the hours in court work and part administrative. There are <br />a number of designated court appearances- 1 to 2 evenings per week <br />and 1 to 2 afternoons on pre trial conferences and court trials, plus <br />i day per week in the court office signing complaints and signing <br />traffic tickets, etc.. <br />Administrative duties include monitoring actions of the police, regi- <br />stering complaints, pressing of charges, responding to police requests <br />for assistance and drafting of charges. <br />Attorney Riach stated•that most of the work for Falcon Heights is traffic <br />related - there are usually 25 files open at any one time and approximately <br />18 of those will be traffic related matters. <br />Councilmember Steele inquired as to whether or not there had been an <br />increase in break-ins and related crimes. Attorney Riach stated that he <br />feels there has been an increase in such crimes but since he prosecutes <br />misdemeanors and petty misdemeanors he has no definite information on <br />the matter. <br />In answer to a question from Councilmember Steele, Attorney Riach in- <br />formed that Paralegals are being used more frequently for preliminary <br />research, document gathering, etc., in order to lower costs. <br />Maxine Harkness, Park Development Committee Member, gave a slide pre- <br />sentat~.on on the history of the Falcon Heights Community Park in order <br />that nrw Councilmembers would be aware of the development of the park. <br />Janet Brown, Chairperson, Park Development Committee, addressed Council <br />requesting permission to purchase portable aluminum bleachers for the <br />Falcon Heights Community Park (5 row - 17' long - seating capacity of <br />50 to 55 persons) at a cost of $1,259.71. The Committee had contacted <br />many neighboring communities with park facilities, recreation directors, <br />and sales people in order to compile information regarding the various <br />kinds of bleachers. After much research the Committee determined that <br />the above described bleacher manufactured by Game Time would be the best <br />buy. <br />Councilmember Steele moved, seconded by Mayor Warkentien that the City <br />purchase the anondized aluminum bleachers and portability unit manu- <br />factured by Game Time, at a cost of $1,259.71 as recommended by the <br />Park Development Committee. Motion carried unanimously. <br />Paul Ciernia, Chairman of the Human Rights Commission, addressed Council <br />regarding the "No Fault Grievance" procedure.
