MINUTES <br />REGULAR CITY COUNCIL MEETING <br />JANUARY 23, 1980 <br />PAGE 3 <br />and decision and at the present time the State has a backlog of approxi- NO FAULT <br />mately 2 years. <br />GRIEVANCE <br />(cont..) <br />With the plan now being considered, the Local Human Rights members would <br />be trained in handling grievances on the local level: The first action <br />would be to determine the validity of the complaint and if is found to be <br />valid the local Human Rights Commission would have the right to deny hand- <br />ling the case or to proceed with negotiations. The individual also will <br />have the right to decide whether the matter is to be handled on the local <br />level or by the State Commission. <br />Mr. Ciernia stated that he felt many grievances could be successfully <br />handled on the local level. If the Human Rights Commission and Council <br />decide to implement this procedure the Human Rights Members would then <br />attend the training sessions. <br />Councilmember Eggert asked if Mr. Ciernia had any further information SECTION 8 <br />regarding the number of foreign students on the Section 8 Housing Assist- HOUSING <br />ance Program. Mr. Ciernia informed there is no way to know for sure, but <br />that a large majority of the certificate holders are University of Minnesota <br />students. He also stated that he had contacted Metro HRA regarding the <br />eligibility of foreign students and that Metro does not seem concerned <br />about the matter. <br />Mayor Warkentien moved, seconded by Councilmember Brown that the City TREASURERS <br />Treasurer's Bond in the amount of $10,000 be approved. Motion carried BOND APPROVED <br />unanimously. <br />Clerk Administrator Barnes asked permission to cancel checks written CANCELLATION <br />in error to Blue Cross/Blue Shield. Mayor Warkentien moved, seconded OF CHECKS <br />by Councilmember Brown that the cancellation of the checks be approved. BLUE CROSS <br />Motion carried unanimously. (Check 465927-$105.50 and 4612489-$183.65) <br />Clerk Administrator Barnes presented for discussion the parking ordinance PROPOSED <br />prepared by the City Attorney. It was decided that some changes should PARKING <br />be made and Council authorized the Clerk Administrator to make the ORDINANCE <br />corrections and present the corrected ordinance for Council's approval <br />at a future meeting. . <br />Councilmember Eggert informed Council that he had attended a Cable TV CABLE TV <br />meeting in New Brighton. There is apparently much interest in forming <br />a North Suburban Cable TV Territory, as all but two of the communities <br />contacted by New Brighton have expressed some interest. He also in- <br />formed Council that the Minnesota Cable Communications Board had re- <br />jected the Suburban St. Paul Cable Service Territory as proposed by <br />Capitol City Cablevision, Inc. in September, 1979. <br />Councilmember Steele expressed concern for the safety of city employees EMERGENCY <br />and Councilmembers in case of robberies, fire, storms, etc. After some GUIDELINES TO <br />discussion Councilmember Steele moved, seconded by Councilmember Larson BE DRAWN UP <br />that the Clerk Administrator be authorized to draw up some guidelines <br />to be followed in case of emergencies. Motion carried unanimously. <br />Clerk Administrator Barnes inquired as to how the money collected for RESCUE FUND <br />Rescue Services is to be handled. At the present time it is included TO BE <br />in the general budget. After the discussion it was moved by Mayor ESTABLISHED <br />
