opal <br />MINUTES <br />SPECIAL CITY COUNCIL MEETING <br />MARCH 19, 1980 <br />PAGE 2 <br />Kathryn Ackland, Coordinator for the St. Paul-Ramsey County Criminal <br />Justice Coordinating Council reviewed for Council the extent of the <br />Ci.Ly's :Lnvolvement in Che Criminal Juslicc Program if Falcon Heights <br />should decide to participate. She explained that federal funds are <br />available for criminal justice programs. The Coordinating Council. <br />is now investigating possible programs which will eventually be pre- <br />sented to all participating communities for their approval. <br />Bob Sanders of Juran and Moody, Financial Consultants for the City, <br />explained to Council the proposed bond sale for the City's share of <br />the cost of upgrading Roselawn from Fairview to Cleveland and rec- <br />ommended that Council adopt a resolution to sell and re-purchase <br />bonds in the amount of $170.000. <br />Mayor Warkentien moved, seconded by Councilmember Steele that <br />Resolution 80-7 be adopted authorizing the sale and re-purchase of <br />bonds in the amount of $170,000. <br />RESOLUTION 80-7 <br />A RESOLUTION PROVIDING FOR THE ISSUANCE AND SALE <br />OF A $170,000 GENERAL OBLIGATION STATE-AID STREET <br />BOND OF 1980 <br />i~ <br />Upon a vote being taken the motion carried unanimously. <br />Attorney Kenefick presented for Council's approval proposed Ordinance <br />~~171 increasing all parking fines to $15.00. Councilmember Steele <br />moved, seconded by Councilmember Brown that Ordinance ~~171 be adopted.. <br />Motion carried unanimously. <br />ORDNANCE ~f 171 <br />AN ORDINANCE ESTABLISHING A UNIFORM PARKING FINE FOR <br />THE CITY OF FALCON HEIGHTS ($15.00) <br />ii <br />Councilmember Eggert presented a update on Cable TV. At a meeting held <br />March 5, 1980 representatives of several north suburban communities re- <br />quested that the City of Roseville act on behalf of the cities in sub- <br />mitting a "Notice of Intent to Submit a Cable Service Territory Proposal <br />to the Minnesota Cable Communications Board". Falcon Heights was included <br />in the notice even though the City did not have a representative at the <br />meeting. <br />Following a discussion it was decided that since the Falcon Heights <br />Citizens Advisory Committee had not yet met it would be best to re- <br />quest that Falcon Heights be deleted from the group. Councilmember <br />Steele moved, seconded by Mayor Warkentien that the Mayor be authori- <br />zed to write a letter requesting that Falcon Heights be deleted from <br />the proposed group prepared by Roseville.
