X31 <br />MINUTES <br />REGULAR CITY COUNCIL MEETING <br />APRIL 23, 1980 <br />PAGE 2 <br />Acting Mayor Brown moved, seconded by Councilmember Larson that the <br />Minutes of April 9, 1980 be approved as presented. Motion carried <br />unanimously. <br />Councilmember Larson moved, seconded by Acting Mayor Brown that the <br />Minutes of the Special Meeting of April 11, 1980 be approved as <br />presented. Motion carried unanimously. <br />Acting Mayor Brown presented a request from. Flower City to display <br />live plants outside from April 26, 1980 to the end of May 1980. <br />Marvin Stillman, owner of Flower City, was present to inform Council <br />that when an outside display was permitted on previous occasions <br />business was definitely stimulated. The Clerk Administrator re- <br />quested that if permission is granted that the display be kept in <br />an orderly manner since some problems did arise last year (includ- <br />ing late dismantling of the display). Mr. Stillman agreed that the <br />display would be kept in a neat and orderly fashion. Acting Mayor <br />Brown moved, seconded by Councilmember Eggert that Flower City be <br />permitted to have an display of live plants outside from April 26 <br />to the end of May, 1980, with the understanding that such display <br />will be kept in a neat and orderly manner. Motion carried unani- <br />mously. <br />Acting Mayor Brown called to the attention of Council that at the <br />April 9th Meeting a discussion was held regarding the purchase of <br />3 chairs and a table for the Clerk's Office and at that meeting it <br />was suggested that the Clerk Administrator check into used furni- <br />ture or perhaps re-upholstering the present chairs. The Clerk <br />Administrator informed that he had visited a used office furniture <br />firm and that the furniture offered was undesirable. It was also <br />felt that since the present furniture is structurally unsound it <br />would not be feasible to re-upholster. Councilmember Larson moved, <br />seconded by Councilmember Eggert that the Clerk Administrator be <br />authorized to purchase the 3 new chairs and a table at a cost of <br />$574.00 as proposed at the April 9, 1980 Meeting. Motion carried <br />unanimously. <br />Clerk Administrator Barnes informed Council that Doug Rau, DNR <br />Representative, had contacted the City Office to advise that the <br />trees being provided the City by the DNR should arrive in approxi- <br />mately 2 weeks. Mr. Rau suggested that any volunteers assisting <br />in the tree planting bring a pail and a shovel. <br />Acting Mayor Brown noted a letter from County Commissioner Don <br />Salverda to Ramsey County Sheriff Zacharias regarding the City's <br />concern over the patrol shift changes which leaves Falcon Heights <br />without a deputy on duty for approximately 1 hour. <br />The Clerk Administrator presented plans for the layout of the new <br />Fairgrounds Parking Lot to be located west of the City Office. <br />The engineering firm for the Fairgrounds discussed the proposed <br />lot with City Engineer Lemberg and the Clerk Administrator. He <br />informed that the lot will be sodded and landscaped with a park- <br />like appearance.
