She P g p j gave a brief .history and general COMMONWEALTH information on the management of the Cooperative which has been in TERRACE (cont. operation for 10 years as a Student Management Cooperative). She indicated the Terrace's willingness to cooperate with the City of Falcon Heights and a desire to be a working part of the community. Some discussion was held regarding the number of International Students living in Commonwealth Terrace and the number receiving Section 8 Rent Assistance. Councilmember Steele stated that he felt a percentage of the housing units should be made available for United States citizens based on the percentage of foreign and U. S. students attending the University. Mrs. Thomas Barron, 1905 Arona, was in attendance to request a conditional CONDITIONAL use permit to construct a swimming pool on her property. Engineer Lemberg USE - SWIMMING quoted Ordinace 465 which states that swimming pools will be considered POOL - THOMAS special fixtures and that no swimming pool shall be installed without BARRON, 1905 application to the City Council. Based on the information provided the ARONA Engineer recommended that Council approve the request with the understand- ing that a 6' fence be constructed around the pool and that the plumbing inspector conduct inspections during and after construction. Councilmember Steele moved, seconded by Councilmember Eggert that the conditional use requested by Mrs. Barron be approved subject to plumbing inspection and the erection of a b' wooden fence. Motion carried unani- I mously. John J. Welsch, 1915 Arona, who is a neighbor of the Barrons, presented POOL REQUEST a request to construct a swimming pool at the same time as the Barrons. FROM JOHN Even though the Planning Commission refused to act on the Barron pool WELSCH TO request, the consensus of opinion was that the Welsch application should PLANNING first be presented to the Planning Commission with the proper drawings COMMISSION and neighbor's consent. Thomas Creighton of the firm of LeFevere, Lefler, Pearson_ O'Brien and CABLE TV Drawz, who has been hired by the City of Roseville to organize the North DISCUSSION Suburban Cable Territory and set up the Joint Powers Commission, was present to answer any questions regarding those subjects. Councilmember Eggert informed Council that it was the conclusion of the Citizens Advisory Cable TV Committee that if Cable TV is to be con- sidered for Falcon Heights that joining the North Suburban Territory would give the City the most input into the franchising process. He also indicated that the City-wide Cable TV Survey showed the most interest in home box office and educational programming. During further review on the franchising process and the North Suburban Joint Powers Agreemern Mr. Creighton explained that communities will eventually be reimbursed for expenses incurred during the organization and franchising process. He also assured Council that the Joint Powers Commission will be answerable to the communities involved. Following the discussion Councilmember Eggert moved, seconded by Mayor RESOLUTION Warkentien that Resolution 80-17 be adopted. 80-17
