She <br />P g p j gave a brief .history and general COMMONWEALTH <br />information on the management of the Cooperative which has been in TERRACE (cont. <br />operation for 10 years as a Student Management Cooperative). She indicated <br />the Terrace's willingness to cooperate with the City of Falcon Heights <br />and a desire to be a working part of the community. <br />Some discussion was held regarding the number of International Students <br />living in Commonwealth Terrace and the number receiving Section 8 Rent <br />Assistance. Councilmember Steele stated that he felt a percentage of <br />the housing units should be made available for United States citizens <br />based on the percentage of foreign and U. S. students attending the <br />University. <br />Mrs. Thomas Barron, 1905 Arona, was in attendance to request a conditional CONDITIONAL <br />use permit to construct a swimming pool on her property. Engineer Lemberg USE - SWIMMING <br />quoted Ordinace 465 which states that swimming pools will be considered POOL - THOMAS <br />special fixtures and that no swimming pool shall be installed without BARRON, 1905 <br />application to the City Council. Based on the information provided the ARONA <br />Engineer recommended that Council approve the request with the understand- <br />ing that a 6' fence be constructed around the pool and that the plumbing <br />inspector conduct inspections during and after construction. <br />Councilmember Steele moved, seconded by Councilmember Eggert that the <br />conditional use requested by Mrs. Barron be approved subject to plumbing <br />inspection and the erection of a b' wooden fence. Motion carried unani- <br />I mously. <br />John J. Welsch, 1915 Arona, who is a neighbor of the Barrons, presented POOL REQUEST <br />a request to construct a swimming pool at the same time as the Barrons. FROM JOHN <br />Even though the Planning Commission refused to act on the Barron pool WELSCH TO <br />request, the consensus of opinion was that the Welsch application should PLANNING <br />first be presented to the Planning Commission with the proper drawings COMMISSION <br />and neighbor's consent. <br />Thomas Creighton of the firm of LeFevere, Lefler, Pearson_ O'Brien and CABLE TV <br />Drawz, who has been hired by the City of Roseville to organize the North DISCUSSION <br />Suburban Cable Territory and set up the Joint Powers Commission, was <br />present to answer any questions regarding those subjects. <br />Councilmember Eggert informed Council that it was the conclusion of the <br />Citizens Advisory Cable TV Committee that if Cable TV is to be con- <br />sidered for Falcon Heights that joining the North Suburban Territory <br />would give the City the most input into the franchising process. He also <br />indicated that the City-wide Cable TV Survey showed the most interest in <br />home box office and educational programming. <br />During further review on the franchising process and the North Suburban <br />Joint Powers Agreemern Mr. Creighton explained that communities will <br />eventually be reimbursed for expenses incurred during the organization <br />and franchising process. He also assured Council that the Joint Powers <br />Commission will be answerable to the communities involved. <br />Following the discussion Councilmember Eggert moved, seconded by Mayor RESOLUTION <br />Warkentien that Resolution 80-17 be adopted. 80-17 <br />
