MINUTES <br />REGULAR CITY COUNCIL MEETING <br />AUGUST 13, 1980 <br />PAGE 3 <br />~~ <br />made suggestions regarding the participation of the smaller communities in CABLE TV <br />the Cable Service Territory and requested some voting protection for those (cont.) <br />communities in major decision making and by-law changes. All of the Shoreview <br />requests were incorporated into the by-laws which Councilmember Eggert felt <br />was a positive step. <br />A discussion followed regarding whether or not lobbying should be allowed at <br />the Joint Powers Meeting and individual Council Meetings. Councilmember <br />Eggert felt that some lobbying is good because much information can be gained <br />through the lobbyists. <br />Mrs. James Shafer (LeTourneau), 1816 Arona, was in attendance requesting a <br />variance and conditional use to retain parking area south of the present <br />driveway in the front yard, which at present has two runners of cement in <br />place. Councilmember Larson, Liaison to the Planning Commission, informed <br />Council that when the matter was discussed at the Commission Meeting, that <br />the Commission felt the City should abide by the ordinances or make changes <br />in ordinances if it is deemed necessary. <br />After some discussion Mayor Warkentien recommended that the exact lot <br />lines be established on the lot in question and then have the City Attorney <br />make a decision based on the ordinance. The matter was deferred to the <br />September 10, 1980 meeting. <br />Mayor Warkentien presented a letter from the League of Minnesota Cities <br />regarding the possible construction of a building to house the League <br />offices. The City's share in the cost of construction would be approxi- <br />mately $3,134.00 At this time the League requested each participating <br />community complete an opinioa survey which relates to financing plans. <br />Clerk Administrator Barnes recommended that the opinion survey be comp- <br />pleted to indicate that Falcon Heights would prefer paying the City's <br />share in a lump sum rather than spreading payment and paying 10% interest. <br />Councilmember Larson moved that the survey indicate the lump sum pay- <br />ment preference. Mayor Warkentien proposed an amendment to the motion <br />requesting that the City's portion of the cost be based on the 1980 <br />census figures. Councilmember Eggert seconded the amendment and upon <br />a vote being taken the amendment was unanimously approved. <br />Councilmember Eggert seconded the motion presented by Councilmember <br />Larson and upon a vote being taken the motion carried unanimously. <br />Mayor Warkentien informed Council that the Cohen property at Larpenteur <br />and Snelling has been purchased by Lincoln Properties. The owner is <br />anticipating extensive renovation and indicated there might be a request <br />for the City's assistance in bonding for renovation funds. Council- <br />member Larson suggested that any plans be discussed with Planner, Carl <br />Dale, in order that the plans for the business district, prepared for <br />the Comprehensive Plan, will be considered. <br />Clerk Administrator Barnes informed that the present City Gas Inspector <br />has retired from the City of St. Paul and that he took a 1~ month <br />vacation and did not notify Falcon Heights. Consequently inspections <br />were not done and it was necessary to call in an inspector from Arden <br />Hills. The Arden Hills Inspector, Eugene Pakoy, indicated he would <br />
