<br />1 <br /> <br />MINUTES <br />REGULAR CITY COUNCIL MEETING <br />OCTOBER 22, 1980 <br />PAGE 2 <br />~~ <br />have not paid for the original conditional use permit, a total of $30.00 LETOURNEAU- <br />Council directed the City Attorney to write a firm letter to Mrs. SHAPER (cont. <br />LeTourneau-Shafer advising that the side yard parking is in violation <br />of the Zoning Ordinance and must be discontinued at once, and that the <br />$30.00 fee must be paid. <br />Mayor Warkentien informed those in attendance that the Comprehensive <br />Plans prepared by the City of Roseville and the City of Lauderdale <br />have been presented to the City of Falcon Heights for review and <br />approval. Councilmember Larson moved, seconded by Councilmember <br />Eggert that the Clerk Administrator be authorized to write the <br />City of Lauderdale indicating approval of the Lauderdale Plan but <br />citing the possible storm water drainage problem. Motion carried <br />unanimously. <br />Councilmember Larson moved, seconded by Mayor Warkentien that the <br />Clerk Administrator be authorized to draft a letter to the City <br />of Roseville indicating approval of the Roseville Comprehensive <br />Plan. Motion carried unanimously. <br />Engineer Lemberg addressed Council regarding the recent designation <br />of Tatum as a State Aid Street. He informed that the City's State <br />Aid funds are very low and, at present, it appears there might not <br />be bonding capacity for reconstruction of Tatum Street for 2 to <br />4 years. <br />Mayor Warkentien informed Council that he and the Clerk Administrator <br />had met with the Assistant Manager of GTA in order to arrive at some <br />offer figure as to what GTA would consider paying for the City Hall <br />property. GTA was not prepared to quote a dollar figure and suggested <br />that both the City and GTA have the property appraised. Mayor <br />Warkentien moved, seconded by Councilmember Larson that the Clerk <br />Administrator be authorized to contact 3 commercial appraisal firms, <br />obtain quotations as to the cost of appraisal, and make arrangements <br />with the firm selected. Motion carried unanimously. <br />At 8:00 p.m. Mayor Warkentien opened the Public Hearing on the vacation <br />of the walkway between 1740 and 1746 Holton running to Albert St. <br />Concerned residents, Mrs. John O'Reefe, 1743 Albert, Mrs. H. G. Ewan, <br />1749 Albert and Mr. and Mrs. T. A. Salminen, 1740 Holton were in <br />attendance for the Hearing. <br />Attorney Van de North informed those in attendance that there are four <br />abutting landowners, 2 to the north of the walkway and 2 to the south <br />and that the assumption has been that the walkway could be divided <br />equally among the four. However, after investigating the matter, Mr. <br />Van de North was of the opinion that this may not be the case. He <br />quoted an excerpt from an article in the Minnesota Real Estate Journal <br />as follows: "Usually the center line of the vacated way is the dividing <br />line with that part of the vacated way on each side accruing to the <br />parcels on either side.
