i~ <br />MINUTES <br />SPECIAL CITY COUNCIL MEETING <br />NOVEMBER 6, 1980 <br />PAGE 2 <br />following voted "nay": None. Councilmember Steele abstained. Motion <br />carried. <br />Clerk Administrator Barnes informed Council that he had contacted three <br />appraisal firms regarding the appraisal of the City Hall property and <br />requested authorization to engage the services of Davis and Lagerman, <br />Inc. to prepare the appraisal at a cost of $800.00. Mayor Warkentein <br />moved, seconded by Councilmember Steele that such authorization be <br />granted. Motion carried unanimously. <br />It was noted that the State of Minnesota has granted removal of MSA <br />from Pascal Ave., Larpenteur to Roselawn, and has designated Tatum <br />Street, Larpenteur to Roselawn, as an MSA street. <br />Clerk Administrator Barnes requested permission to negotiate with <br />the Falcon Heights United Church of Christ to use their facilities <br />for Precinct 3 voting. He noted that the facilities would be more <br />convenient than at school and that there is ample parking. Mayor <br />Warkentien moved, seconded by Councilmember Larson, that the Clerk <br />Administrator be authorized to contact the church regarding possible <br />use of the facilities. Motion carried unanimously. <br />Councilmember Steele informed Council that he had attended the <br />Recreation Advisory Committee Meeting on November 3,1980 and that <br />body has requested that the Idaho-Snelling skating rink have paid <br />attendants rather than volunteer, as was decided previously. Council- <br />member Steele moved, seconded by Mayor Warkentien, that the action <br />of October 8, 1980, designating the Falcon Heights City Park Rink as <br />the official rink with paid attendants and the Idaho-Snelling and <br />University Grove Rinks be operated on a volunteer basis, be rescinded. <br />Motion carried unanimously. <br />Councilmember Steele moved, seconded by Mayor Warkentien, that the Falcon <br />Heights City Park Rink and the Idaho-Snelling Rink both have paid attend- <br />ants and maintenance for the 1980 - 1981 season. Upon a vote being taken <br />the following voted "aye": Mayor Warkentien and Councilmember Steele, <br />and the following voted "nay": Councilmembers Eggert and Larson. Motion <br />failed due to the 2 - 2 vote. The matter was tabled until the November <br />25, 1980 Meeting. <br />A discussion was held on the recent appointment of a new City Attorney. <br />The concensus of opinion seemed to be that perhaps the Briggs and Morgan <br />1Eirm is not oriented toward municipal business and other firms should <br />be considered. Councilmember Steele moved, seconded by Councilmember <br />Larson, that Mayor Warkentien be directed to contact Attorney Mike Galvin <br />of Briggs and Morgan and convey to him Council's concerns, and also in= <br />form~him that between this date and July 30, 1981 the City will care- <br />fully monitor the performance of any attorney assigned to Falcon Heights. <br />During the interimClerk Administrator Barnes will be authorized to in- <br />vestigate other legal firms with expertise in municipal law.
