Clerk Administrator Barnes informed Council that he had contacted three appraisal firms regarding the appraisal of the City Hall property and requested authorization to engage the services of Davis and Lagerman, Inc. to prepare the appraisal at a cost of $800.00. Mayor Warkentein moved, seconded by Councilmember Steele that such authorization be granted. Motion carried unanimously. It was noted that the State of Minnesota has granted removal of MSA from Pascal Ave., Larpenteur to Roselawn, and has designated Tatum Street, Larpenteur to Roselawn, as an MSA street. Clerk Administrator Barnes requested permission to negotiate with the Falcon Heights United Church of Christ to use their facilities for Precinct 3 voting. He noted that the facilities would be more convenient than at school and that there is ample parking. Mayor Warkentien moved, seconded by Councilmember Larson, that the Clerk Administrator be authorized to contact the church regarding possible use of the facilities. Motion carried unanimously. Councilmember Steele informed Council that he had attended the Recreation Advisory Committee Meeting on November 3,1980 and that body has requested that the Idaho-Snelling skating rink have paid attendants rather than volunteer, as was decided previously. Council- member Steele moved, seconded by Mayor Warkentien, that the action of October 8, 1980, designating the Falcon Heights City Park Rink as the official rink with paid attendants and the Idaho-Snelling and University Grove Rinks be operated on a volunteer basis, be rescinded. Motion carried unanimously. Councilmember Steele moved, seconded by Mayor Warkentien, that the Falcon Heights City Park Rink and the Idaho-Snelling Rink both have paid attend- ants and maintenance for the 1980 - 1981 season. Upon a vote being taken the following voted "aye": Mayor Warkentien and Councilmember Steele, and the following voted "nay": Councilmembers Eggert and Larson. Motion failed due to the 2 - 2 vote. The matter was tabled until the November 25, 1980 Meeting. A discussion was held on the recent appointment of a new City Attorney. The concensus of opinion seemed to be that perhaps the Briggs and Morgan 1Eirm is not oriented toward municipal business and other firms should be considered. Councilmember Steele moved, seconded by Councilmember Larson, that Mayor Warkentien be directed to contact Attorney Mike Galvin of Briggs and Morgan and convey to him Council's concerns, and also in= form~him that between this date and July 30, 1981 the City will care- fully monitor the performance of any attorney assigned to Falcon Heights. During the interimClerk Administrator Barnes will be authorized to in- vestigate other legal firms with expertise in municipal law. Motion carried unanimously. 3-M COPIER (cont.)
