MINUTES <br />SPECIAL CITY COUNCIL MEETING <br />NOVEMBER 25, 1980 <br />PAGE 4 <br />Station. The motion was seconded by Councilmember Larson and upon <br />a vote being taken the Resolution was adopted unanimously. <br />RESOLUTION 80-31 <br />A RESOLUTION AUTHORIZING FIRE LANE SIGNS AND <br />ENFORCEMENT OF SAME <br />A request from Ron Esperson, 1835 Holton, to use the City's excess <br />hockey board for a rink on the Falcon Heights United Church of Christ <br />property was deferred. <br />Attorney Kenefick presented for Council's approval Ordinance 4177 <br />establishing a Planning Commission. Councilmember Larson moved, <br />seconded by Councilmember Steele that the Ordinance be adopted. <br />Motion carried unanimously. <br />ORDINANCE X6177 <br />AN ORDINANCE ESTABLISHING A PLANNING COMMISSION <br />SETTING FORTH ITS DUTIES <br />Attorney Kenefick reported to Council on the proposed Swimming Pool <br />Ordinance. He informed that he had attended the Planning Commission <br />meeting November 3, 1980 and that body was of the opinion that Council <br />should make a decision as to 5' or 6' fencing for future construction <br />and indicate that existing pools or lots be adequately fenced, and not <br />impose a specific requirement. Council directed Mr. Kenefick to re- <br />draft the Ordinance for Council's approval. <br />Mayor Warkentien presented the matter of rink attendants for the 1980- <br />1981 season. Jim Jernberg, Chairman of the Recreation Advisory Commit- <br />tee had requested that there be paid attendants at both the Falcon <br />Heights Community Park Rink and the Idaho-Snelling Rink. Councilmember <br />Steele moved, seconded by Mayor Warkentien that both rinks have paid <br />attendants as requested by the Recreation Committee. Upon a vote being <br />taken the following voted "aye": Mayor Warkentien and Councilmember <br />Steele, and tht following voted "nay": Councilmembers, Brown, Eggert <br />and Larson. Motion defeated. <br />4 ~~ .,. <br />1~.~. <br />RESOLUTION <br />80-31 <br />REQUEST FOR <br />USE OF HOCKEY <br />BOARDS DEFERREI <br />ORDINANCE 46177 <br />PROPOSED <br />SWIMMING POOL <br />ORDINANCE <br />F.H. PARK RINK <br />TO HAVE PAID <br />ATTENDANT FOR <br />1980-1981 <br />SEASON <br />Mayor Warkentien presented proposed salaries for Alan Rolek and John 1981 SALARIES <br />Soskniecki for the year 1981:($15,000 per year for Rolek and $17,000 SET FOR ROLEK <br />per year for Sosniecki). Mayor Warkentien moved, seconded by Council- & SOSNIECKI <br />member Larson that the salaries be approved as presented. Motion <br />carried unanimously. <br />Bill Brown, 1808 Asbury, was in attendance representing concerned GARDEN AVENUE <br />residents from that area.who are dissatisfied with the completed STRIPING & <br />Garden Avenue project. Their objections are as follows: (1) SIGNING <br />appearance of the striping done recently, (2) violated the agreement <br />DISCUSSION <br />that there would be no parking restrictions unless the State of MN <br />insists, and (3) Council did not inform the Garden Avenue residents <br />that the "no parking" signs were being placed. After a discussion <br />Councilmember Larson moved, seconded by Councilmember Steele that <br />the "no parking" signs and the striping be removed from Garden Ave., <br />
