Motion passed unanimously. <br />• Elimination of tree removal (eliminate line 3) <br />• Elimination of city hall sign (eliminate line 5 and reduce line 10 by one installation) <br />• Modification of the foundation design for sign type "B" <br />• Elimination of landscaping around signs (eliminate line items 12, 13, and 14), which <br />can be done more cost efficiently by the city. <br />• Extension of time to award bid package C-3 at the State Fair Entry. <br />• Elimination of sign lighting work (eliminate line items 4, 8, and 9) <br />Upon further discussion, Jacobs also moved that a change order be made to bid package <br />B to award the sign electrical work to Killmer Electric, at a cost not to exceed 515,500. <br />Motion passed unanimously. As a result of the two change orders, the contract amount for <br />the signs is reduced by 5128,849.00, bringing the total cost for the sign package to <br />5176,200.00. <br />After discussion regarding revised plans for plantings at the Snelling and Hoyt <br />intersection, Councilmember Hustad made a motion for Project Designer Schroeder to <br />proceed with the appropriate change order plans. Motion passed unanimously. <br />APPROVAL OF ORDINANCE 97-03, REMOVING POOL HALLS AND BILLIARD PARLORS <br />AS A CONDITIONAL USE IN A B-3 ZONE <br />Administrator Hoyt reported that, as directed by the city council at the May 28 meeting, <br />staff had prepared an ordinance removing pool halls and billiard parlors as a conditional <br />use in a B-3 zoning district. <br />Motion was made by Councilmember Kuettel to approve the following: Ordinance 97-03, <br />removing pool halls and billiard parlors as a conditional use in a B-3 district, Resolution <br />97-25, related to location of pool halls and billiard parlors, and to remove the moratorium <br />on new pool halls in the city after publication of the ordinance. Motion passed <br />unanimously. <br />CONSIDERATION OF ORDINANCE 97-04, RELATED TO SALES IN PUBLIC FACILITIES <br />Administrator Hoyt reported that the Park and Recreation Commission had discussed the <br />appropriateness of public facilities being rented for commercial purposes. There have <br />been a number of requests to use the Community Park building for fund raising garage <br />sales, for example. The commission determined that other than making a special <br />exception for the Lions Club annual holiday tree sale, it was in the best interest of the <br />community to eliminate sales from public buildings to keep the facilities accessible for <br />use by the general public. The Lions Club sale would be an exception because they are <br />a group which benefits the city as a whole and donates to city activities from money it <br />raises at the tree sale. If the Lions Club decides to stop selling trees and another local <br />service organization chooses to do another type of activity, the code could be amended <br />at that time. The language suggested by the Park and Recreation Commission would still <br />permit businesses to rent public facilities for meetings and would allow for sales in public <br />
