City Council Minutes <br />June 25, 1997 <br />Page 3 <br />33 <br />facilities when the seller is invited in by the city (for example, asnow-cone vendor at the <br />Ice Cream Social.) <br />Motion was made by Councilmember Kuettel to approve Ordinance 97-04, amending the <br />code regarding sales in public facilities. Councilmember Jacobs abstained from voting <br />due to his membership in the Lions Club. Motion passed with four ayes, zero nays, and <br />one abstention. <br />RESPONSE FROM THE CITY OF ST. PAUL REGARDING EMS SERVICES TO FALCON <br />HEIGHTS <br />Administrator Hoyt presented the response to the city's request to the City of St. Paul to <br />expand its primary service area for advanced life support (ALS). She reported that the <br />letter had been reviewed by the city attorney and it meets the conditions specified by the <br />City of Falcon Heights. The city now needs to respond to this letter stating that it meets <br />the conditions and that the letter should be included as part of St. Paul's application to <br />expand its primary service area. <br />Motion was made by Councilmember Hustad to respond to St. Paul's letter accepting the <br />conditions for St. Paul to expand its primary service area with some clarifications and <br />requesting that the letter be included as part of St. Paul's application to the State <br />Emergency Medical Services (EMS) Board to expand its primary service area. Motion <br />passed unanimously. <br />APPROVAL OF GOAL SETTING AND BUDGET WORKSHOP DATES <br />Following discussion, the council determined the following schedule for the 1998 budget <br />process: Update on 1997 goals (July 9-, 1998 goal setting session (July 19), and <br />budget workshops (July 23, August 13, and August 20 if needed.) <br />UPDATE REGARDING PROPOSED RECONSTRUCTION OF HOYT AVENUE WEST OF <br />CLEVELAND AVENUE <br />Administrator Hoyt explained that the City of St. Paul would be reconstructing Hoyt <br />Avenue west of Cleveland in 1998. Falcon Heights will be responsible for a share of the <br />construction costs, since this section of Hoyt borders the two cities. City staff will be <br />notifying Falcon Heights residents abutting this section of Hoyt about the upcoming <br />construction. <br />APPROVAL OF RESOLUTIONS ASSOCIATED WITH LARPENTEUR AVENUE STREET <br />RECONSTRUCTION ASSESSMENTS <br />Engineer Maurer explained that the three resolutions establish the required public <br />hearings to pass along assessments to properties benefitting from the 1997 <br />reconstruction of Larpenteur Avenue.
