City Council Minutes <br />May 28, 1997 <br />Page 2 <br />33 <br />CONSIDERATION OF RESOLUTION 97-19, SUPPORTING THE MIDDLE MISSISSIPPI <br />RIVER WATERSHED MANAGEMENT ORGANIZATION'S APPLICATION FOR THE <br />LAUDERDALE RAVINE RESTORATION PROJECT <br />Mr. Keith Yapp, consulting engineer for the City of Lauderdale, presented a plan to better <br />manage drainage along the southern edge of the University Golf Course in Lauderdale. <br />There is an opportunity to get funding from the Board of Water and Soil Conservation if <br />the cities of Minneapolis, Falcon Heights, and Lauderdale jointly apply through the Middle <br />Mississippi Watershed Management Organization. <br />Councilmember Gibson Talbot arrived at 7:40 p.m. <br />Motion was made by Councilmember Jacobs to approve Resolution 97-19, supporting <br />the Middle Mississippi River Watershed Management Organization's grant application for <br />the Lauderdale ravine project. Motion passed unanimously. <br />REQUEST TO PROVIDE APPLICATION INFORMATION TO LOCAL AREA FINANCIAL <br />INSTITUTIONS FOR THE MINNESOTA HOUSING FINANCE AGENCY (MHFA) <br />COMMUNITY FIX-UP FUND <br />Administrator Hoyt reported that the Minnesota Housing Finance Agency (MHFA) has a <br />community fix-up fund that offers lower-interest loans for home improvements. The <br />program is initiated and coordinated by local financial institutions after a city provides the <br />local banks with guidelines as to where the funds are needed. A city cannot ask that <br />funds be allocated to every property in the city. Staff recommended that all <br />neighborhoods of Falcon Heights with the exception of those built after 1980 (Falcon <br />Woods III, Coffman Condominiums, and Maple Court) be eligible for the loan program. <br />Motion was made by Councilmember Gibson Talbot to establish the following criteria for <br />the MHFA Community Fix-up Fund: all homes in Falcon Heights shall be eligible with the <br />exception of those areas developed after 1980 (Falcon Woods III, Coffman <br />Condominiums, and Maple Court.) Motion passed unanimously. <br />CONSIDERATION OF AMENDMENTS TO CHAPTER 5 REGARDING LICENSING OF POOL <br />HALLS AND BILLIARD PARLORS <br />Administrator Hoyt reported that following discussions with the planning commission, <br />the staff drafted language requiring licensing of pool halls and billiard parlors. The <br />prosecuting attorney and the police chief were consulted on this matter. A license <br />would be issued to the proprietor of an establishment after a property owner had <br />received the required conditional use permit required in a B-3 zone. There are presently <br />no applications for this type of establishment on file with the city, nor have there been <br />any recent inquiries about this type of use. <br />
