2°~v~ <br />POLICY AGENDA <br />CONSIDERATION OF ADDING MEDICAL DISPATCHING AND <br />ADVANCED LIFE SUPPORT (ALS) FROM DISPATCH TO <br />THE CITY'S EMERGENCY MEDICAL SERVICES (EMS) MODEL <br />Mayor Gehrz said the city was advised by its medical advisor, Dr. R. J. <br />Frascone of Ramsey Emergency Medical Services, to add two items to its <br />EMS model from the point of the 911 call. These were: 11- medical <br />dispatching with pre-arrival instructions for the 91 1 caller and (2) <br />ALS response from the point of dispatch. After a workshop held on May 9, <br />1996 with the city's fire chief and EMS captains and also with Ramsey EMS, <br />it was suggested that the city would be best served to contract for these <br />services through an appropriate provider. Mayor Gehrz introduced Dr. <br />Frascone of Ramsey EMS who recommended Advanced Life Support in <br />partnership with the Fire Department as the preferred method of EMS. Also, <br />if council approves to proceed in this direction, the appointment of a Task <br />Force to recommend a service delivery model(s) should be made. <br />Councilmember Jacobs moved to add medical dispatching with pre-arrival <br />information and ALS response from the point of dispatch; and to appoint a <br />Task Force with the assignments and composition described by the mayor to <br />report back to the city council on June 26, 1996. In addition, during this <br />time frame, postpone adding more volunteers to the fire department or <br />rescue related capital purchases for EMS until the service model is <br />established and operating and direct the administrator to proceed with the <br />administrative tasks associated with this decision. The motion passed <br />unanimously. <br />PROPOSED REVISIONS TO THE ASSESSMENT POLICY <br />At a previously held workshop, council discussed revisions to the assessment <br />policy. City Engineer Maurer summarized the proposed revisions to the <br />assessment policy which are proposed to apply through the street <br />reconstruction cycle begun in 1990 and currently underway in the city. The <br />anticipated projects include Larpenteur Avenue (1997 and 19981, Lindig <br />Street (19971, Hoyt Avenue (in the Grove), several streets in the northeast <br />quadrant of the city and alley reconstruction over the next five years. <br />Recommendations to change some minor wording in the policy was made. <br />Councilmember Kuettel moved to approve the revisions as summarized by <br />the engineer including some minor wording changes requested by <br />councilmembers. The motion passed unanimously. <br />
