~~ <br />MINUTES OF RF,GULAR COUNCIL MEETINCx <br />FALCON HEIGHTS, MINNESOTA <br />MARCH 27, 1975 <br />• A regular meeting of the Falcon Heights City Council was called to order <br />by Mayor 1r7arkentien at 7:00 p.m, <br />Mayor Warkentien, Councilmen Black, Eclllund, Steele, and Labalestra. Also PRESENT <br />present were Clerk -Administrator Barnes, Engineer Lemberg, and Attorney <br />K enef ick . <br />None. <br />Mayer. Urarkentien opened the regular meeting to discuss the proposed im- <br />provement of Garden Avenue from Snelling Drive easterly to Hamline Avenue. <br />Heinformed one audience that the meeting had been scheduled in this manner <br />to ge:; the citizen's input. <br />Mayor ~'arker~tien requested Engineer Lem'oerg to review the State require- <br />ments if such a project~Tas to be funded, under MSA funds, and to present <br />preliminary drawings he had prepared for the upgrading of Garden Avenue, <br />w_lich is designated a State Aid Street. <br />Mayor Warkentien opened the question and answer session after Engineer <br />Lexnberg's presentation. <br />James T. Utne, 1806 North Pascal, asked, "Tf'hy the need for sidewalks and <br />expansion or widening of the street?" <br />• Engineer Lemberg stated there was a need for Garden Avenue to be improved as <br />an "all weather" street ?with curb and gutter, and the possible installation <br />of sidewalks for the safety of school children and pedestrians. <br />James T. Utne also asked, "ti°~~hy is parking legal at the present time on <br />both sides of the street when it is only 36 feet wide?" <br />Engineer Lemberg stated that to use State Aid Funds, the street must be <br />1~u feet wide if parking is to be permitted on both sides of the street. <br />Councilman Steele asked Engineer Lemberg, "Does 36 feet still meet State <br />Aid requirements?" <br />Engineer Lemberg replied it did, but it would prohibit parking on either <br />side of the street, and also informed Councilman Steele the State at <br />present is not approving 3b foot wide streets. <br />Jean Brown, 1808 Asbury, asked, "Are you aware that there has not been a <br />child injured on Garden Avenue for at least 15 years?" <br />Mayor ~jarkentien stated this may be true, but Garden Avenue needs upgrading, <br />and that sidewalks are being cons'.dered as an alternative if the improvement <br />should be ordered. <br />• Engineer Lemberg mentioned that Ramsey County had turned Garden Avenue back <br />to the City without improving it in any way. <br />ABSENT <br />GARDEN AVENUE <br />STATE AIn <br />STREET <br />IT~TP ROVEi~NT <br />CITIZEN'S INPUT <br />MEETING <br />William L. Downing asi~ed three questions: "May these funds be used for non- <br />paying projects such ail walkways or overpasses? Can residential streets be <br />used for detouring traffic if Snelling and Larpenteur were upgraded? Has <br />anyone been concerned with the additional 20,000 square feet of paving, there- <br />by creating a faster runoff and less wate_ being taken by the soil?" <br />
