<br />Highway Department on March 3rd to discuss pedestrian walkways, overpasses, STATE AID
<br />crossYaalks, and access to commercial property, and that the State would IMPRO""DEMENT

<br />Engineer Lemberg stated the State can use ~: esiden-t ial streets as a detour
<br />if construction is in progress on a State Aid Street. He stated funds
<br />could be used for County and State Ai,a, roads. He then stated water from
<br />the particular area is drained to Como, which maintains the lake water level.
<br />Kathy Jeske, 1809 Asbury, asked, "Have you considered what this would do to
<br />the value of the homes?"
<br />Engineer Lemberg commented that it should not lower values, but that it
<br />should eni~~ance the value with curb and gutter.
<br />t^?illiam Brown, 1808 Asbury, stated: "I am over 100 percent opposed to the
<br />proposed project, as all lots along Ga,^;-~en Avenue are on a sideyard basis,
<br />therefore exposing them to more problems due to noise, excessive traffic,
<br />and more parking if the street is widened."
<br />Mrs. C. Goligoski, 178? Asbury, asked "There did you get the info~~:nation that
<br />MSA funds could be used for sidewalks, as I called the Needs Department, and
<br />they informed me otherwise at the Highway Department;"
<br />Engineer Lemberg stated she must have been misinformed, as sidewalks have been
<br />installed with MSA funds for the past four years.
<br />L. Ted Simmons, 1811 North Pascal, asked, "Do you anticipate an increase in
<br />the traffic?"
<br />Engineer Lemberg stated Garden Avenue is a residential area street, and he
<br />does not anticipate an increase in the flow of traffic, other than a possible
<br />increase in neighborhood traffic.
<br />Mrs. Kay Gutzmann, 1'71 Arona, as'~ed, ~'Tould trees that have to be removed be
<br />replaced by mature trees or young trees?"
<br />Engineer Lemberg replied it was the State District Engineer's recommendation
<br />to put in "reasonably sized trees", according to City ordinance as to type
<br />of trees.
<br />Charles Mickelson, 1803 Pascal, asked, "If a street were improved, base, curb
<br />and gutter, and repaving to eliminate cast without widening, to eliminate cost
<br />of drives-~~ay repalcement, recognizing it would qualify for State Aid, what would
<br />be the cost of the improvement?"
<br />Engineer Lemberg gave an unqualified estimate of appro~.imately $75,000 to $80,000
<br />James ZnT. Pratt, 1811 Arona, stated, "I feel we do not need sidewalks as t'r~e school
<br />provides adequate safety for the children in the neighborhood, and I am opposed to
<br />the projec c if the street is widened."
<br />Russell Bu11, 1810 Arona, stated he thought the City of Roseville would upgrade
<br />Garden east of Hamline to provide better access to North Star State Bank, and
<br />felt citizens c~~uld use the boulevard to walk on, and was opposed to s'~deuraiks.
