Upon a vote being taken, the following BOOKKEEPING, <br />voted "aye": Mayor Warkentien, Councilmen Black, Ecklund, Steele, and CONTINiTED <br />Labalestra, and the following voted "nay": None. Motion carried. <br />Attorney Kenefick presented the discussion on the letter he had received UNIVERSITY <br />from University Attorney R. Joel Tierney concerning the University Grove GROVE <br />agreement. He noted the University seemed to be getting upset over the AGREEMENT <br />fact the agreement had not yet been signed. DISCUSSION <br />Clerk-Administrator Barnes noted he had received a call on this, and that <br />the plans and specifications for the University sewer are not yet ready, <br />and that Laverne Carlson of the University would be following through on <br />it. No action was taken by the Council. <br />Councilman Labalestra moved, seconded by Mayor Warkentien, that $200.00 PAYMENT OF $200 <br />not be paid to Charles Laudenbach for April until the bank reconciliation TO CHARLES <br />and reconstructed ledger books for 197l~ are received. Upon a vote being LAUDENBACH Ft'3R <br />taken, the following voted "aye": Mayor Warkentien, Councilmen Black, APRIL ACCOUNTING <br />Ecklund, Steel®, and Labalestra, and the following voted "nay": None. <br />Motion carried. <br />Councilman Labalestra moved, seconded by Councilman Steele, to appoint <br />Ra.1ph Z. Yellen and Associates as the accounting firm to do the monthly <br />accounting services effective May, 1975, for the sum not to exceed $200 <br />a month as stipulated in the letter received from Yellen and Associates. <br />Upon a vote being taken, the following voted "aye": Mayor Warkentien, <br />Councilmen Black, Ecklund, Steele, and Labalestra, and th a following <br />voted "nay": None. Motion carried. <br />APPOINTMENT OF <br />RALPH Z. YELLEN <br />AND ASSOCIATES <br />FOR MONTHLY <br />ACCOUNTING <br />EFFECTIVE MAY <br />Maxine Harkness was present to discuss with the Council her disappointment. PARK DISCUSSION <br />with the construction of the Falcon Heights Community Park. Items included <br />in the discussion were teenaged beer drinking at the Park, trees removed, <br />landscaping plans, grading, tree planting, and tennis court completion. <br />The Council suggested that a meeting be set with Engineer Lemberg, Westland <br />Construction Company, Clerk-Administrator Barn®s, Maxine Harkness, Don <br />Grittner, and Dr. C, Gustav Hard to discuss construction problems. <br />Clerk-Administrator Barnes presented the discussion on the accident reports ACCIDENT REPORTS <br />he had received from Dean Anklan for Larpenteur at Arona. It was noted AROMA AT <br />the four accidents in question were related to driving while intoxicated, LARPENTEUR <br />and that Dean Anklan would b® checking into it further. <br />The NSP Electric and Gas Franchise was again discussed by the Council. NSP ELECTRIC <br />Clerk-Administrator Barnes noted he had talked with the Manager of Rose- AND GAS <br />villa, and suggested that atXy decision to be made on the agreement wait FRANCHISE <br />until the Managers of Ramsey County would have their meeting and proposals DISCUSSION <br />on the subject. He also noted utility firms can be controlled with ordi- <br />nances adopted. Clerk-Administrator Barnes then suggested adopting a <br />franchise ordinance at a later date. No action was taken. <br />A discussion was held relative to the radio tower at 1.30 West Iowa, on the RA1~T0 TOWER <br />property of Daniel Nordell. Mr. David Anderson was present to support Mr. 1I~30 WEST' IOWA <br />Nordell, and his radio tower operation. It was noted by the Council that DISCUSSION <br />a variance request had been denied in Novemaber of 1972, and that Mr. Nordell <br />is in violation of Ordinance 6~ at this time. <br />Councilman Black moved, seconded by Councilman Ecklvnd, to have C1erk- <br />Administratior Barnes write a letter to Mr. Nordell requesting him to <br />be present at the next Council meeting to present his case, and that the <br />
