~ p ~- <br />5 <br />Attorney Kenefick explained the State Statute regarding retail ATTORNEY'S <br />off-sale liquor competition with relation to price-cutting and REPORT: <br />the method of action to be used for enforcement of the Statute. LIQUOR <br />PRICING; <br />Attorney Kenefick explained the State Deferred Compensation DEFERRED COMP <br />Plan for local government employees. The plan was recently PLAN <br />amended in order for local government to allow employees to <br />participate. <br />Engineer Lemberg reported that the University has graded the UNIVERSITY <br />skating rink in the University Grove area, but that stones GROVE SATING <br />remain to be picked up. ~~ <br />Discussion was held regarding the doors on the kitchenette COMMUNITY PARK <br />unit at the Community Park Building. The doors have proved KITCHENETTE <br />to be inconvenient when using the unit because they block UNIT <br />the oven and cabinet doors on either side and when opened, <br />swing open blocking a bathroom door. As the Engineer esti- <br />mated replacing the doors with a rollup door would cost $1500, <br />the Clerk-Administrator will try to solve the problem by adding <br />four inches to each door and placing them on an outside track. <br />Council asked the status of sewers and streets which are to UNIVERSITY <br />be taken over by Falcon Heights in the University Grove area. GROVE <br />It was noted here had been a lack of communication by the UTILITIES <br />University. The Council directed that a letter be sent to <br />the University Grove Association, with copies to principal. <br />people at the University, stating that Falcon Heights would <br />take over street and sewer maintenance in the area no sooner <br />than July 1, 1976, providing satisfactory conditions of take- <br />over are met. <br />Clerk-Administrator Barnes reported that Garnet's Standard ADMINISTRATOR' <br />Service and Fill Up, Inc., were operating in violation of REPORT <br />State Fire Laws, but that they would meet State requirements <br />by September 29. <br />Mr. Barnes reviewed quotes for air conditioning the Council <br />Chambers. Discussion followed concerning the size and type <br />of system which would best serve the room. Mr. Lemberg was <br />directed to contact a mechanical engineer for his opinion. <br />Discussion was held regarding the proposed 1976 City Budget <br />with respect to contractual services and fees charged. <br />Mayor Warkentien moved, seconded by Councilman Ecklund to ad- ATTORNEY AND <br />vise Engineer Lemberg and Attorney Kenefick to bill citizens ENGINEER <br />for legal and engineering advice or to decline giving opinions CHARGES <br />without express authority from Council or the Clerk-Administrator. <br />Upon roll call being taken, the following voted "aye": Mayor <br />Warkentien, Councilmen Ecklund, Steele, and Labalestra, and the <br />following voted "nay": None.
