MINUTES OF REGULAR COUNCIL MEETING FALCON HEIGHTS, MINNESOTA rrAR.cx 25, 1976 A regular meeting of the Falcon Heights City Council was called to order by Mayor Warkentien at 7:00 p.m. Mayor Warkentien, Councilmen Black, Ecklund, Steele, and Labalestra. Also present were Clerk-Ac~ninistrator Barnes, Engineer Lemberg, and Attorney Kenefick. None. ~ ~3 PRESENT ABSENT Tom Fashingbauer and Tom Erickson of the Ramsey County Welfare PRESENTATION Department and Commissioner Don Salverda were present and led BY RAMSEY a discussion regarding the funding, staffing, and functions of COUNTY YJEL- the Welfare Department. They presented the Council with several FARE DEPART- brochures explaining the programs of the Department. MENT Moved by Councilman Ecklund, seconded by Councilman Black to APPROVAL OF approve the Minutes of the regular meeting of March 11, 1976, MINUTES: as corrected. Upon a vote being taken, the following voted MARCH 11, "aye'": Councilmen Black, Ecklund, Steele, and Labalestra, and 1976 the following abstained: Mayor Warkentien. Motion carried. Mayor Warkentien abstained because he was absent at the meeting of March 11, 19 76. Moved by Councilman Steele, seconded by Councilman Labalestra APPROVAL OF to approve the Minutes of the special meeting of March 22, 1976, MINUTES: as corrected. Upon a vote being taken, the following voted MARCH 22, "aye" : Councilmen 131.ack, Ecklund, Steele, and Labalestra, and 1976 the following abstained: Mayor Warkentien. Motion carried. Mayor Warkentien abstained because he was absent at the meeting of March 22, 1976. A discussion was held by the Council and the City Engineer concerning street improvements, including curb and gutter and sidewalk, for Garden Avenue from Hamline Avenue to Snelling Avenue. It was f eft that since Minnesota State Aid regula- tions had recently been changed, this improveanent should be brought before the residents in the area of Garden Avenue at an informational meeting. Moved by Councilman Steele, seconded by Councilman Ecklund that an informational discussion be held concerning the re- conditioning and inprovem:ent of Garden Avenue between Hamline Avenue and Snelling Avenu® at the. regular meeting of April 8, 1976, and that affected property owners be notified. Upon a vote being taken, the following voted "aye": Councilmen Black, Ecklund, Steel®, and Labalestra, and the following voted "nay": Mayor Warkentien. Motion carried. DISCUSSION: GARDEN AVENUE IMPROVEMENTS Council suggested final action on Garden Avenue improvements b® made at the April 22, 1976, meeting.
