Minutes <br />Regular Council Meeting <br />October 28, 1976 <br />page 2 <br />Roger Fellows, Don Bruce and David Grant, Attorney, appeared before <br />Council representing Students for Fairness, Inc, to apply for an <br />On-Sale Non-Intoxicating Malt Liquor License. <br />They explained they desired to obtain the liceriae for a one-night <br />benefit on November 5, 1976, at the Merchandise Mart on the State <br />Fairgrounds to raise funds to hire attorneys to represent the <br />University of Minnesota in their suit against the National Collegiate <br />Athletic Association. <br />Mayor Warkentien moved and it was seconded by Councilman Steele to <br />approve the issuance of On-Sale, Non-Intoxicating Malt Liquor License <br />#21.lG. Upon a vote being taken the following voted "aye": Mayor <br />Warkentien, Councilman Black, Ecklund, Steele and Labalestra and the <br />following voted "nay": None. Motion carried. <br />Moved by Mayor Warkentien, seconded by Councilman Labalestra to change <br />the regular November Council meeting days to Wednesday, November 10th <br />and Tuesday, November 23rd because of Veteran's Day and Thanksgiving, <br />State Legal Holidays. Upon a vote being taken the following voted "aye": <br />Mayor Warkentien, Councilman Black, Ecklund, Steele and Labalestra and <br />the following voted "nay": None. Motion carried. <br />Councilman Steele introduced the following Red©lution and moved its <br />adoption. <br />RESOLUTION 76-35 <br />A RESOLUTION REQUESTING ENGINEERING AND TECHNICAL ASSIS- <br />TANCE (ETA) FROM THE STATE OF MINNESOTA AND AUTHORIZING <br />THE SIGNING OF THE AGREEMENT. <br />Councilman Ecklund seconded the foregoing Resolution and upon a vote <br />being taken the following voted "aye": Mayor Warkentien, CounciLaen <br />Black, Eckluad, Steele and Labalestra and the following voted "nay": <br />None. Motion carried. <br />Engineer Lemberg read the preliminary feasibility report on curbs and <br />gutters for Idaho Avenue. Numerous residents voiced their opinions <br />on the proposed project, as follows: <br />Dan Ballick, 1502 Idaho stated he felt the only benefit was a cosmetic <br />one and therefore he was against the proposed project. <br />Ralph Reed, 11}85 Idaho said he would be in favor of such a project if <br />he could have assurance the street would be properly graded. <br />Dorothy Peterson, 11x63 Idaho wanted to know if a corner lot would cost <br />more and was told no to the question by Engineer Lemberg.
