Minutes <br />Regular Council Meeting ~ '2' ~ <br />October 28, 1976 <br />Pie 3 <br />Ray Arch, 7.169 Idaho said he was in favor of the proposed pro3ect as <br />it would raise the value of his property. <br />Dave Anderson, 1512 Idaho, the initiator of the petition stated he <br />was in favor of the proposed project. <br />Don Madole, 11179 Idaho stated he would be in favor of the proposed pro- <br />~ect if proper grading were done. <br />Ray Schommer, 1!197 Idaho wanted to know if the cost of grading was in- <br />cluded in the per foot price. Engineer Lemberg stated it was. Mr. <br />Schommer said he was against the proposed pro3ect as he feels he would <br />be paying twice. He does think the grading should be done. <br />George Kilgore, 7.1a9l1 Idaho stated he was in favor of the project. <br />Charles Soderberg, 11152 Idaho stated he was against the proposed pro- <br />3ect. He wanted to know how the City intends to finance the pro3ect. <br />Mayor Warkentien stated financing would depend on the size of the pro- <br />3ect and whether or not money is available. The City may have to <br />issue bonds. The Mayor also stated that the assessments would be <br />based on the City's cost, including engineering and legal fees and the <br />contractors cost. <br />Tom McClintick, 1!117 Idaho said he would be in favor of the proposed <br />project. He said that after we lose our elm trees, new curb and <br />gutter would improve the looks of the street and increase the value of <br />his property. <br />Francis Mackiewicz~, 11~1~3 Idaho stated he was against the proposed pro- <br />~ect. <br />Merlin Ahlberg, 13110 Idaho stated he felt most people on his block <br />were not aware that they did not have gutters. He did not state <br />whether he was for or against the proposed pro3ect. <br />Diane Kelsey, 1355 Idaho stated she was in favor of the proposed pro- <br />~ect as it would improve the appearance of the street and solve <br />drainage problems. <br />Attorney Kenefick read a section of a 1975 statute concerning senior <br />citizen hardship cases. H® stated there is a section which allows <br />deferral for homesteaded property owned by a person 65 years of age <br />or older for whom it would be a hardship to make payments. Upon any <br />one of the following, payment becomes due; death of the owner, sale <br />or transfer or subdivision of the property, lose of Homestead status <br />or for arty reaaon the taxing authority deferring the payment deter- <br />mines it is no longer a hardship to make payment. <br />Mayor Warkentien expressed appreciation at the orderly fashion in <br />which the Idaho Avenue residents presented their opinions and thanked <br />them for coming. <br />
