Minutes ~ ~ 5 <br />Special Council Meeting <br />November 10, 1976 <br />page 2 <br />Councilman Steele moved and it was seconded by Councilman Ecklund RESOLUTION 76-37 <br />to approve Resolution 76-37 as follows: <br />RESOLUTION 76-37 <br />A RESOLUTION STATING THAT THE CITY OF FALCON HEIGHTS SHALL <br />NOT EXPEND PUBLIC FUNDS FOR ANY WORK ON PRIVATE PROPERTY <br />During the accomplishment of a public project, the City of Falcon <br />Heights shall not expend public funds for at~y work on private prop- <br />erty. The property owner shall contract separately with the contrac- <br />tor if such work is desired and shall be totally responsible for pay- <br />ing the contractor. The City shall not negotiate with the contractor <br />or assist the property owner in arty way in accoplishing this private <br />work. <br />Upon a vote being taken the following voted "aye": Mayor Warkentien, <br />Councilmen S1.ack, Ecklund, Steele and Labalestra and the following <br />voted "nay": None. Motion carried. <br />Chet Saunders, 1786 Tatum and Hans Schirrmeister, 1779 Tatum appeared REIMBURSEMENTS <br />before Council to request a reimbursement for the removal of their FOR CULVERT <br />culverts. R,~pppL <br />H . SCHIRRMEI STER <br />Engineer Lemberg stated the cost of removal of the culverts was AND C. SAUNDERS <br />approximately $100.00 each. <br />Councilman Ecklund noted that in the past it has been the Council's <br />policy to derma payment for removal of culverts. <br />Councilman Steele moved and it was seconded by CouncilmazBlack to <br />reimburse Hans Schirrmeister and Chet Saunders $100.00 each for re- <br />moval of their culverts. Upon a vote being taken the following voted <br />"aye": Mayor Warkentien, CounciLnen E1ack and Steele and the follow- <br />ing voted "nay": Councilmen Ecklund and Labalestra. Motion carried. <br />Mrs. Jana Able, 2099 ti+1..Hoyt appeared before Council to inform them HAZARDOUS DRIVING <br />of what she felt was a hazardous condition at the intersection of SITUATION ON <br />Folwell and Hoyt Avenue. She stated that because of all the cars HOYT AND FOLWELL <br />parked in the area, the intersection is blind, especially when going MS. JANE AHLE <br />south on Folwell and trying to turn on to Hoyt. At present, parking <br />in the area is restricted to 2 hours during the hours of 8:00 a.m. <br />until l~:00 p.m. Mrs. Able feels that marry of the parked cars are in <br />violation of the present ordinance. She also stated that she felt <br />something should be done immediately as it will be more dangerous <br />when it snows. <br />Council instructed Clerk-Administrator Barnes to sudy the situation <br />and with the assistance of the Ramsey County Sheriff Department, see <br />what can be done to alleviate the problem. <br />Florence Chambers, Secretary of the Falcon Heights Human Rights REPORT ON THE <br />Commission appeared before Council with a report on the District 7 DISTRICT 7 <br />conference which she attended along with Nancy Kareken and Bill HUMAN RIGHTS <br />Chenoweth.
