1 <br />C <br />u <br />Minutes <br />Special Council Meeting <br />November 23, 1976 <br />page 2 <br />There was much discussion on present inspection procedures and also on <br />how much authority the Chief should be given. <br />Council took no action but recommended that Chief Renchin and Attorney <br />Kenefick get together and come up with some definite revisions to the <br />code, including the authority for Chief Renchin to issue tags for vio- <br />lations. <br />Attorney Kenefick and Chief Renchin will present their revisions at <br />the next Council meeting <br />Council also discussed the present Fire Department physical examinations. <br />Chief Renchin contacted Roseville and White Bear Lake to check the type <br />of physicals they require for their firemen. There was also lengthy dis- <br />cussion as to whether present members of the Fire Department should be <br />required to pass another physical at a certain age or after a certain <br />number of years of service. Council concurred that the present physical <br />examination is inadequate and instructed Chief Renchin to study the sit- <br />uation further. <br />Acting Mayor Black read a request from Nathan and Lee Clonkey, 1796 <br />Holton, to retain the snow fence they have erected in their front yard, <br />extending over the boulevard. Mr. Clonkey is disabled and the snow <br />shoveling is left to Mrs. Clonkey, who is in her middle 50's, and works. <br />Councilmembers felt sympathetic toward Mrs. Clonkey's circumstances but <br />feel that snow fences are an eyesore. <br />Moved by Acting Mayor Black, seconded by Councilman Labalestra to in- <br />struct Clerk-Administrator Barnes to enforce Ordinance 64, relative to <br />fences. Ordinance big states that front yard fences shall not exceed 30 <br />inches in heigk~t and shall not extend over the boulevard. Upon a vote <br />being taken the following voted "aye": Acting Mayor Black, Councilmen <br />Ecklund and Labalestra and the following voted "nay": Councilman Steele. <br />Motion carried. <br />Clerk-Administrator Barnes read a request from Mr. Carl Johnson, 150l~ <br />Larpenteur Avenue, concerning parking during the winter months on the <br />east side of Arona Avenue, from the alley between California and Lar- <br />penteur. Mr. Johnson stated it is nearly impossible to make a right <br />hand turn on to Arona, coming out of the alley because cars are parked <br />during plowing and the plowed snow is piled up. Subsequently, each time <br />plowing is done, snow piles up further away from the curb and each time <br />cars park there after the plowing, they park further away from the curb. <br />Council instructed Clerk-Administrator Barnes to reply to Mr. Johnson's <br />letter and inform him that the City would contact the Sheriff's office <br />and ask that the area be checked more often for parking violations during <br />plowing times.
