MINUTES <br />REGULAR COUNCIL MEETING <br />JANUARY 13, 1977 <br />page 2 <br />:~ <br />Mayor Warkentien asked each Councilman to give his opinion on the matter. COUNCILMEN'S <br />Councilman Steele stated he is in favor of smoke detectors in hallways. OPINION ON <br />and a heat detector in the boiler room in buildings with four or more SMOKE DETECTORS <br />units. <br />Councilman Labalestra stated he was in favor of smoke detectors in each <br />apartment unit in buildings with four or more units but would like to <br />allow a reasonable length of time for apartment owners to organize their <br />financing. <br />Councilman Black stated he was in favor of the general concept as put <br />forth by Chief Renchin. Councilman Black questioned whether detectors <br />would be necessary in hallways if all units had one. He also question- <br />ed whether the City would have legal problems if the Council mandated <br />a smoke detector in each unit. <br />Councilman Ecklund stated he would like to hold off for a year to give <br />apartment owners a break as they are at present being required to in- <br />sta11 alarm systems. He suggested that we notify apartment owners <br />that we intend to pass an ordinance making it mandatory, next year, to <br />install smoke detectors in each apartment unit. <br />Councilman Steele moiled and it was seconded by Councilman Ecklund to <br />have an open meeting, with all apartment owners in attendance, in <br />regards to smoke and heat detectors, on the first meeting date in <br />March, 1977. Upon a vote being taken the following voted "aye": <br />Mayor Warkentien, Councilmen Black, Ecklund, Steele and Labalestra <br />and the following voted "nay": None. Motion carried. <br />Mayor Warkentien moved and it was seconded by Councilman Ecklund to <br />make Recreation Advisory Committee a formal five member City Council <br />Committee, members to be appointed by the Mayor, subject to approval <br />of the Council. Upon a vote being taken the following voted "aye": <br />Mayor Warkentien, Councilmen Black, Ecklund, Steele and Labalestra <br />and the following voted "nay": None. Motion carried. <br />Councilman Labalestra mentioned that Mrs. Mary Zubrzycki, 153b Idaho <br />Avenue would be a very worthy candidate for the Recreation Advisory <br />Committee. <br />RECREATION ADVISORY <br />COMMITTEE TO BE <br />FORMAL 5-MEMBER <br />COMMITTEE APPOINT- <br />ED 8Y MAYOR <br />RESIDENT RECOMMEND- <br />ED TO RECREATION <br />ADVISORY COMMITTEE <br />Councilman Labalestra presented his recommendations to Council on pay`- LABALESTRA - RAISE <br />increases for the Liquor Store Employees. Based on projected yearly IN PAY FOR LIQUOR <br />profit, Councilman Labalestra moved the following increases be approved: STORE EMPLOYEES <br />$100.00 per year for George Willkom, $100.00 per year for John Sosniecki, <br />a maximum of a $.20 increase per hour for cashiers and stockboys and <br />$25.00 per month for T. R. Williams. The above motion was seconded by <br />Mayor Warkentien and upon a vote being taken the following voted "aye": <br />Mayor Warkentien, Councilmen Black, Ecklund, Steele and Labalestra and <br />the following voted "nay": None. Motion carried. <br />Councilman Ecklund moved and it was seconded by Mayor Warkentien to WAGE INCREASE FOR <br />give T. R. Williams a $35,00 per month raise from the Sewer Fund. T. R. WILLIAMS <br />Upon a vote being taken the following voted "aye": Mayor Warkentien, <br />Councilmen Black, Ecklund, Steele and Labalestra and the following <br />voted "nay": None. Motion carried. <br />
