MINUTES <br />SPECIAL COUNCIL MEETING <br />FEBRUARY 9, 1977 <br />page 3 <br />.~ <br />Engineer Lemberg remarked that there should be some way that MSA funds <br />could be used for other than State Aid designated streets. He stated <br />he would like to see some proposed legislation permitting the unused <br />funds to be used for trees, sewers, etc. <br />Councilman Steele moved and it was seconded by Mayor Warkentien to direct <br />Engineer Lemberg and Attorney Kenefick to draft a proposal for a bill, to <br />be directed to Senator Neil Dieterich, permitting municipalities to use <br />MSA funds for other than streets. Upon a vote being taken the following <br />voted "aye": Mayor Warkentien, Councilmen Black, Ecklund, Steele and <br />Labalestra and the following voted "nay": None. notion carried. <br />Mayor Warkentien moved and it was seconded by Councilman Ecklund to <br />approve the City Treasurer bond for Clerk-Administrator Barnes from <br />Safeco Insurance Company in the amount of $10,000.00. <br />Upon a vote being taken the foolooing voted "aye": Mayor Warkentien, <br />Councilmen 31ack, Ecklund, Steele and Labalestra and the following voted <br />"nay": None. Motion carried. <br />Engineer Lemberg noted he had received a map outlining the future (to <br />1981) Ramsey County road construction layouts. He stated there is no <br />proposed County road construction for Falcon Heights. <br />Councilman Steele reported the Tree Committee met last night for the <br />first time since October. There were nine members present for the <br />updating and briefing on the spring program. The committee discussed <br />the current legislative bills to reimburse homeowners for planting <br />trees, the three year lignasan treatment program existing in the <br />University Grove area and the Tree Memorial Fund. <br />DRAFTING OF PRO- <br />POSED LEGISLATION <br />FOR OTHER USES OF <br />MSA FUNDS <br />APPROVAL OF BOND <br />FOR CLERK-ADP~N- <br />ISTRATOR BARNES <br />COUNTY ROAD CON- <br />STRUCTION LAYOUT <br />MAP FOR 1976-1981 <br />TREE COMMITTEE <br />REPORT <br />Councilman Labalestra also mentioned he was anticipating a doctor's DOCTOR'S REPORT <br />report on the physical condition of Liquor Store Manager, George Willkom ON GEO. Vd~ILLKOr1 <br />so Council can bye informed what limitations, of any, there will be on <br />his management capabilities. <br />Clerk-Administrator Barnes read Resolution 77-153 of the Ramsey County <br />Commissioners, stating that approval of the 1977 Law Enforcement Services <br />Agreement between Falcon Heights and Ramsey County Sheriffs Department <br />is subject to receipt of correspondence from the County Risk Manager <br />indicating that any compensation for injury sustained while on duty shall <br />be paid by the contracting municipality. Clerk-Administrator 3arnes <br />stated he felt we were already paying for the same thing in the contract <br />and he would check it out further. <br />RAMSEY COUNTY LAYd <br />ENFORCEMENT INJURY <br />CO1JlPENSATION <br />Mayor Warkentien read a notice of the January 22nd Legislature's meeting LEGISLATURE'S MTG. <br />in the Permanent Gallery Collection of the Minnesota riuseum of Art. There <br />will be a briefing on key legislative issues from 1:30 to t~:30 p.m. and <br />a reception from 5:00 to 7:30 p.m. <br />Councilman Labalestra told Council that Yellen and Associates will have Y~,LEN & ASSOC. <br />the Liquor Store year end report ready by the 17th of February.
