MINUTES <br />SPECIAL COUNCIL MEETING <br />FEBRUARY 28, 1977 <br />Pie 3 <br />~ "~ ~~ <br /> Councilman <br />Resolution Steele moved and <br />77-8 <br />supporting it was seconded <br />Senate File 103 by Councilman ~31.ack to adopt <br />tti RESOLUTION 77-8 <br />MORATORIUM ON THE <br /> , , pu <br />ng a moratorium on the <br /> taxing of h ome improvements when the square footage is not increased. TAXING OF ALL HOME <br /> Upon a vote being taken the following voted "aye": Mayor Warkentien, IMPROVEMENTS <br /> Councilmen Black, Ecklund, Steele and Labalestra and the following voted <br /> "any": Non e. Motion carri ed. <br />Mr. Joe Peterson, County Extension Agent from the University of T~Linnesota DISCUSSION ON <br />appeared bef re Council to discuss the proposed community garden site on FEASIBILITY OF <br />the Wallin property. His plan calls for an access road off of Fry Street COT~'IUNITY GARDEN <br />and he wanted Council approval on the easement and garden plot concept. SITE ON ti1ALLIN <br />Pir. Peterson stated he had obtained verbal approval from five cf the six LAND <br />adjacent homeowners on Garden Avenue. <br />Council stated they would like to have written approval of the plan from <br />the homeowners. Councilman Black questioned whether Mr. Peterson was <br />aware of the fact that many times much of the land in question was knee <br />deep in water. <br />Mr. Peterson stated he would obtain written approval from the homeowners <br />and appear before Council again on the 10th of rlarch. <br />Engineer Lemberg stated he would shortly be requesting authorization of <br />plans and specifications for the 1977 sealcoating. <br />Engineer Lemberg informed Council he met with Charles Burrill of the <br />State Highway ~kpartment and they had agreed to close off access on both <br />sides of Snelling Drive, north of Larpenteur Avenue at Garnet's Standard <br />station and at Flower Ci~ry. <br />Engineer Lemberg also stated that Mr. Burrill would get back to us with- <br />in 30 days on the ingress to the Cohen property from Snelling Avenue <br />and on the lift station for the Idaho-Snelling Avenue ponding area as <br />well as the problem relative to fencing the ponding area on the east side. <br />'77 SEALCOATING <br />MEETING WITH <br />CHAS. B(TRRILL <br />OF STATE HIGHWAY <br />DEPARTMENT <br />Councilman Labalestra moved and it was seconded by Councilman Steele to ADJOURNMENT <br />adjourn the meeting at 11:00 p.m. Upon a vote being taken the following <br />voted "aye": rlayor Warkentien, Councilmen Black, Ecklund, Steele and <br />Labalestra and the following voted "nay": None.
