MINUTES <br />REGULAR CITY COUNCIL MEETING <br />APRIL 28, 1977 <br />Pie 2 <br />Councilman Steele informed Council that the City will have <br />an Elm firewood search on Saturday, May 11~.th at 9:00 a.m. <br />mere will be a flyer, with pertinent information, distri- <br />buted to all citizens. The flyer will be distributed by <br />Boy Scout, Paul Connelly. Councilman Steele stated the Tree <br />Committee has met twice the past month. He stated that Dr. <br />French has suggested that the City refrain from planting <br />a1~r new boulevard trees this year. He suggested there dould <br />be a complete survey done by July 1, 1977, and the City <br />could let bids for-the exact number and variety of trees by <br />October ~., 1977, and them get an early planting started in <br />the spring of 1978. <br />Representatives from the Northwest Suburban Youth Service <br />Bureau appeared before Council to make a slide presentation <br />on how the Bureau. operates. Representing the Bureau were <br />Chris Clausen, Director; Dick Wade11, Councilman fro Shore- <br />view; Tim Smith, Moundsview police Officer; and Bill i3arnes, <br />Ramsey County Sheriffs Office, Juvenile Division. <br />Mr. Wadell gave a progress report of the number of referrals <br />and people seen, a review of who forms the Board of Directors <br />and staff, a budget breakdown for 1978 and an estimated 5 year <br />budget pro3ection. Figures were given for the anticipated con- <br />tribution from Falcon Heights for the years 1978 to 1982. The <br />figures were based on population. <br />Mr. Woodall stated the Bureau is actively seeking financial <br />support from Roseville and Mondsview school distr3.cts. Ha <br />asked Council to review the information submitted and con- <br />sider the proposed five year funding program as the Bureau <br />will coarse before Council again in the future to ask for this <br />funding . <br />Mr. Tom Mooney, 11x98 W. Iowa Avenue appeared before Council <br />to request the City erect a temporary snow fence around the <br />ponding area at thecIdaho playground. He stated the water is <br />a hazard and interferes with the ball playing. He stated <br />that he and other neighborhood men would be willing to erect <br />a snow fence across the area if the City would supply the <br />fence. <br />Mr. Barnes stated the City does not have enough snow fence and <br />that he is presently negotiating with Pete McGough for some <br />used chain link fence to be put into use at that area. <br />Council directed Mr. Barnes to continua negotiations and try <br />and get the deal firmed up so the fence can ba installed very <br />soon. <br />Engineer Lemberg reminded Council that the area is State pro- <br />pertyy, designated a ponding area and not a playground area. <br />He fell' that if a fence were to ba erected the State would <br />not allow a fence without a gate. <br />n <br />~+ <br />REPORT ON TREE <br />COMMITTEE AND <br />ELM FIREMIOOD <br />SEARCH <br />PRE~NTATION BY <br />NORTHWEST SUB- <br />URBAN YOUTH <br />SERVICE BUREAU <br />FENCING REQUESTED <br />FOR IDAHO <br />PONDING AREA <br />
