MINUTES <br />REGULAR CITY COUNCIL MEETING <br />APRIL 28, 1977 <br />page 3 <br />Clerk-Administrator Barnes reported that the flyers for the <br />swmner recreation program were. not our yet because there is <br />a problem with-girls softball as Roseville will not permit at~r <br />teams from our City to participate in their program this year. <br />Falcon Heights is attempting to get in with either Maplewood, <br />Little Canada or New Brighton. Clerk-Administrator Barnes <br />stated there are two porspective tennis instructors, a soccer <br />instructor has committed himself and so has a volleyball in- <br />structor. Horseshoes is sti.11 planned but there is, as yet, <br />no instructor. Mr. Barnes stated he hopes to have the flyers <br />out next week. <br />The Cou~il reviewed a schedule of proposed permit and license <br />fees and made numerous suggestions as to possible revisions. <br />Council directed Clerk-Administrator Barnes to trim and simplify <br />the list and rejpresent it at the next meetitag. <br />Councilman Labalestra reported that he had attended a public <br />hearing on the Minnesota Health Services Act during the past <br />week. Re gave a brief summary of the committee's ob3ectives <br />and goals. He stated the program was still sort of a nebulous <br />theory. Councilman Labalestra stated he would attempt to keep <br />abreast of the program and report aqy significant new informa- <br />tion. <br />Councilman Black noted that State Senator Neil Dieterich had <br />spent a lot of time on the Unit Pr3,cing bill, which wa+~ defeated. <br />Councilman Ecklund informed Council that Lido Cafe had offered <br />to pay the prnting_ costs for the "~,0 Ways to Protect Your Home" <br />booklets and possible a poster to be distributed to Falcon <br />Heights residents by the Human Rights Commission. Councilman <br />Ecklund requested the City purchase a rubber stamp imprinted <br />with "Distributed by the Falcon Heights Human Rights Commis- <br />sion -Printing costs donated by Lido Caf®." Council agreed to <br />the proposal. <br />Councilman Ecklund noted that Ramsey County has denied Falcon <br />He~glits~ request for afour-xay stop sign at Cleveland and <br />Roselawn Avenue. <br />Councilman Ecklund also. noted he had attended a meeting on 91l <br />Radio Communications in regard to the entire dispatching pro- <br />blem. He said the committee will be meeting again, probably <br />to formulate a 3oint powers agreement. <br />Councilman Steele, noted that on April 8, at appro~dmately 10:15 <br />to 10220 am., for the third time, ther® was a xcxna,s, appeared <br />not in uniform, riding in the deputies vehicle.. They were <br />observed going into the Falcon Heights Pharmacy to purchase <br />c3.garettes. Along the same. line, Councilman Labalestra noted <br />that on the evening of the chase of the alleged burglars, in <br />the ITorthhome area, there was a report of a citizen, armed <br />with a shotgum, riding in the squad.
