i <br />MINUTES <br />REGULAR COUNCIL MEETING <br />June 23, 1977 <br />Page 5 <br />61 <br />Councilman Ecklund moved, seconded by Councilman Steele APPROVAL OF <br />to approve as corrected the minutes of May 26th. Upon MINUTES OF <br />a vote being taken the following voted "aye": Mayor MAY 26, 1977 <br />Warkentien, Councilmen Ecklund Steele, and Labalestra. <br />Absent: Black. The following voted "nay": None. Motion <br />carried. <br />Councilman Labalestra moved, seconded by Councilman APPROVAL OF <br />Steele to approve as corrected the minutes of the MINUTES OF <br />June 9th. Upon a vote being taken the following voted JUNE 9, 1977 <br />"aye": Mayor Warkentien, Councilmen Ecklund, Steele and <br />Labalestra. Absent: Black. The following voted "nay": <br />None. Motion carried. <br />Council was advised by Meg Hanish, representing the <br />State of Minnesota in respect to the Disease Shade <br />Tree Program. The State will reimburse the City of <br />Falcon Heights, 45o as their contribution towards <br />removal of diseased trees (Oak ~ American Elm) on <br />private property. No one will be included in the <br />program that has more than five acres. <br />The State will pay up to 450 of the cost for re- <br />mova 1 on private property . <br />The Council was also advised the City would be re- <br />imbursed 500 of cost for replanting, not to exceed <br />$40.00. The City would be reimbursed based on the <br />number of trees removed in 1976. The total program <br />is retroactive to January 1, 1977. <br /> <br />Attorney Kenefick submitted to Council the Joint Powers <br />Agreement between the City of Falcon Heights and the <br />Metropolitan Waste Control Commission which requests <br />the Industrial User Strength Sewer charges This <br />agreement permits the Waste Control Commission to <br />monitor the sewer waste and also permits them to <br />charge directly to the commercial businesses. <br />Councilman Ecklund moved, seconded by Mayor Warkentien, <br />to authorize the Mayor and Clerk Administrator to execute <br />the Joint Powers Agreement effective June 23, 1977. Upon <br />a vote being taken the following voted "aye": Mayor <br />Warkentien, Councilmen Ecklund, Steele and Labalestra. <br />The following voted "nay". None. Absent: Black. Motion <br />carried. <br />1977 TREE <br />REMOVAL COSTS <br />o - CITY - <br />STATE - <br />CITIZEN. <br />INDUSTRIAL <br />USER STRENGTH <br />SEWER CHARGE <br />
