i; <br />I <br />u <br />MINUTES <br />SPECIAL CITX COUNCIL MEETING <br />JULY 7, 177 <br />Page 7 <br />Mayor Warkentien informed Council of a letter he received relating <br />to immediate State Grants for Outdoor Athletic Court .Facilities, <br />1977 State Letislature at the request of Gov. Perpich, enacted an <br />Outdoor Recreation Grant program to be funded by the proceeds in <br />the sale of bonds. Included in a new program which provides 50% <br />of the developing cost of an outdoor authletic court facility for: <br />tennis, basket ball, vollyball and handball.. <br />~• ~ ss <br />MINNESOTA YOUTH <br />INC. <br />Clerk Administrator Barnes reported to Council on the HRA Section 8 <br />Rent Assistance program for qualified individuals and families. In <br />summary, we are going to need assistance in handling the application <br />forms and the investigation of each applicant. Each applicant must <br />meet low and moderate income limits depending on family size. Persons <br />selected will pay no more than 25% of their income towards their rent. <br />Metro HRA will pay the difference. The City Council will go into <br />further detail at the July 28th meeting. <br />Councilman Steele noted to Council he had been contacted by <br />Mr. Richard Kranz to plow the alley between Simpson - Arona <br />anytime it ow ~o,.~ a contract basis. They can not charge citizens <br />in view of Hey would have to charge the City of Falcon Heights. <br />He had talke with all of his neighbors who have garages on the alley <br />and can collect enough money from what they say the cost will be to <br />last for approximately ten years. He wants to know if we will permit <br />them to contract with Roseville and Roseville will bill us, and the <br />citizens would have an escrow fund set up with the City of Falcon <br />Heights. No action taken. <br />Deferred to July 28, 1977 by request of Councilman Labalestra. <br />Clerk Administrator Barnes noted to Council he would like to <br />stock pile black dirt to fill in the holes caused by stump <br />removal and also for our maintenance crew to use as needed. <br />But would only be available during office hours for citizens. <br />Donation from the City of Lauderdale was noted to Council by <br />Clerk Administrator Barnes. Softball - $103.00 and Tennis - $25.00. <br />Councilman Steele moved, seconded by Mayor Warkentien to adjourn <br />the meeting at 11:00 p.m. Upon a vote being taken the following <br />voted "aye": Mayor Warkentien, Councilmen Black, Ecklund, Steele <br />and Labalestra.
