MINUTES <br />REGULAR CITY COUNCIL MEETING <br />JULY 28, 1977 - Page 2 ' <br />Councilman Labalestra moved, seconded by Councilman Steele to APPROVAL OF <br />approve the minutes of the Special Council Meeting of July 18 MINUTES - <br />as corrected. Upon a vote being taken, the following voted SPECIAL COUNCIL <br />"aye": Mayor Warkentien, Councilmen Black, Ecklund, Steele MEETING <br />and Labalestra. The following voted "nay": None. Motion JULY 18, 1977 <br />carried. <br /> <br /> <br />Deferred to August 25, 1977 meeting. Attorney Kenefick noted <br />to Council that the final draft has not been agreed upon by <br />all communities involved in respect to the Joint Powers <br />Agreement for operation and financing of the N.W. Suburban <br />Youth Service Bureau. <br />Clerk Administrator Barnes presented to Council a letter from <br />N.L. Hermes, owner of Filler-Up at 1693 N. Snelling requesting <br />cancelation of sewer service charges. Clerk Administrator <br />Barnes was requested to write N.L. Hermes regarding our <br />Ordinance on a minimum sewer charge. Councilman Black moved, <br />seconded by Councilman Steele: Motion amended to: Councilman <br />Black moved, seconded by Councilman Steele to deny the request <br />of N.L. Hermes for a can~°lation of sewer rental charges for <br />Filler-Up at 1693 N Snelling and reconsider the request providing <br />the Metro Waste Control Commission would credit the City of <br />Falcon Heights for the amount. Upon a vote being taken, the <br />following voted "aye": Mayor Warkentien, Councilmen Black, <br />Ecklund, Steele and Labalestra. The following voted "nay": <br />None, Motion carried. <br />Attorney Kenefick submitted to Council a proposed Resolution <br />4677-20, permitting the City of Falcon Heights to participate <br />in the Joint Powers. Agreement establishing a Suburban Ramsey <br />County Emergency Communications Board. Attorney Kenefick <br />suggested to Council to adopt the resolution and appoint a <br />director from Falcon Heights to be on the board, plus one <br />alternate. Councilman Ecklund moved, seconded by Councilman <br />Black to adopt the resolution and defer appointment of a <br />director until the first meeting in September. Upon a vote <br />being taken, the following voted "aye": Mayor Warkentien, <br />Councilmen Black Ecklund, Steele and Labalestra. The <br />following voted "nay": None. Motion carried. <br />Mayor Warkentien moved, seconded by Councilman Steele to <br />accept the resignation of Norman W. Ecklund as Councilman <br />and commend him for the ten years of service to the City of <br />Falcon Heights as a Councilman. Upon a vote being taken the <br />following voted "aye": Mayor Warkentien, Councilmen Black, <br />Steele and Labalestra.
