MINUTES <br />REGULAR CITY COUNCIL MEETING <br />JULY 28, 1977 <br />Page 3, 1977 <br />~'~ A, `,~ <br />y <br />Councilman Labalestra reported to Council on the Liquor Inventory LIQUOR INVENTORY <br />Control System he has been looking into. The recent statement CONTROL <br />from Yellon and Assoc. shows a loss, however, the figures we are <br />getting are not accurate with the present system of inventory <br />control. Councilman Labalestra was requested to compile his whole <br />report for the first meeting of August for presentation. <br />Attorney Kenefick noted to Council the letter from Mike Heffron CIGARETTE <br />and his answer regarding locations of cigarette vending machines. LICENSE - FAIR <br />Attorney Kenefick suggested we enter into an agreement with them GROUNDS <br />on this matter. Mayor Warkentien moved seconded by Councilman <br />Black. Upon a vote being taken, the following voted "aye": <br />Mayor Warkentien, Councilmen Black, Ecklund, Steele and Labalestra. <br />The following voted "nay": None. Motion carried. <br />Clerk Administrator Barnes reported to Council that only one IDAHO PARK FENCE <br />bid came in for the Idaho Park Fence erection for $850.00. <br />Councilman Steele is opposed to the bottom rail being installed. <br />Clerk Administrator Barnes was requested to get further bids <br />for the Idaho Park Fence. Deferred to August 11th meeting for <br />further action. <br />David Anderson - 1512 Idaho, asked Council whether home owners IDAHO CURB & <br />along the Idaho Curb & Gutter project cou~d contract individually GUTTER - BLVD <br />with the prime contractor to sod the whole blvd. Engineer Lemberg SODDING <br />reported to Council that C. S. McCrossen is the contractor. Any <br />portion of the blvd that needs replacement due to the construction <br />will be re-sodded. McCrossen sub-contracts that out, but we will <br />not know the extend of the re-sodding until the project is finished. <br />Allied Blacktop's partial payment request for seal coating, in REQUEST FOR <br />the amount of $7,173.21 was submitted to Council for approval. PARTIAL PAY- <br />Councilman Steele moved, seconded by Councilman Labalestra to MENT/ALLIED <br />approve the partial payment. Upon a vote being taken, the BLACKTOP <br />following voted "aye": Mayor Warkentien, Councilmen Black, <br />Ecklund, Steele <br />Attorney Kenefick reported to Council on laws for filling a METHOD OF <br />vacancy on the council. You have to appoint a person to fill PROCEDURE - <br />the position for the remainder of the existing term. On the CANIDATES FOR <br />first ballot, the Council will take the top three names, then COUNCIL <br />take another vote or votes until one of the three are chosen, <br />which requires three votes. Council request Clerk Adminitrator <br />Barnes to write each canidate to notify them the final decision <br />will be made at the August 25th meeting after hearing each <br />canidate speak and Council vote. Ca~idates will draw numbers <br />to determine the order in which they will be listed to speak <br />in their behalf. Mayor Warkentien moved, seconded by Council- <br />man Black. Upon a vote being taken the following voted "aye": <br />Mayor Warkentien, Councilmen Black, Ecklund, Steele and Labalestra. <br />The following voted "nay": None. Motion carried. <br />
