MINUTES <br />REGULAR CITY COUNCIL MEETING <br />OCTOBER 27, 1977 <br />Page 4 ~_ ~ 9 <br />Councilman McGough moved, seconded by Mayor Warkentien RAMSEY COUNTY <br />to authorize Clerk Administrator Barnes to enter into ENGINEER - <br />an agreement with Ramsey County Highway Dept. to proceed MEDIAN CUT <br />with the median cut on Larpenteur Avenue in front of <br />City Hall and the Fire Station, sharing in the cost not <br />to exceed $1,200, using undesignated funds on hand. Upon <br />a vote being taken, the following voted "aye": Mayor <br />Warkentien, Councilmen Black, McGough, Steele and <br />Labalestra. The following voted "nay": None. Motion carried. <br />l _1 <br />Clerk Administrator Barnes presented to council the bids <br />received for the drapes for the council chambers and the <br />fire hall as follows: <br />J. C. Penney $1,279.00 <br />Studio D 1,397.00 <br />Wards 1,396.00 <br />Clerk Administrator Barnes was requested to get further <br />quotes with Thermo lining in lieu of lined drapes. The <br />new quotations will be discussed at the November 10, 1977 <br />:~~eeting. <br />Attorney John Kenefick informed council that the city <br />may post sample ballots in lieu of publishing providing <br />a resolution is posted. The resolution to dispense with <br />publication is as follows: <br />DRAPES FOR <br />FIRE HALL AND <br />COUNCIL <br />CHAMBERS <br />ELECTION <br />NOTICES <br />RESOLUTION 77-2~~ <br />A RESOLUTION AUTHORIZING THE CLERK <br />ADMINISTRATOR TO POST THE CITY <br />GENERAL - SPECIAL ELECTION BALLOTS <br />IN LIEU OF PUBLISHING AS PER MINNESOTA <br />STATUTES 205.11 and 205.16. <br /> <br />Mayor Warkentien moved, seconded by Councilman Steele to <br />adopt Resolution 77-26. Upon a vote being taken the <br />following voted "aye": Mayor Warkentien, Councilmen <br />Black, McGough, Steele and Labalestra. The following <br />voted "nay": None. Motion carried. <br />Councilman McGough reported to council the meeting held on <br />the 27th of October, 1977 at Hafners with Capt. Spencer, <br />of the Ramsey County Sheriff's Office. In attendance <br />with Councilman McGough were: Mayor Warkentien, Clerk <br />Administrator Barnes and George Weber. A discussion of <br />policing policies were re~r~ewed so that Councilman McGough <br />would have a more th_ourogh understanding to carry out his <br />assignment as council representative for policing. <br />POLICE POLICY <br />MEETING <br />
