MINUTES <br />SPECIAL CITY COUNCIL MEETING <br />NOVEMBER 22, 1977 <br />Page 2 <br />Upon a vote being taken the following voted "aye": <br />Mayor Warkentien, Councilmen Black, McGough and <br />Steele. The following voted "nay": None. Motion <br />carried. <br />Councilman Labalestra arrived at 7:50 p.m. <br />HRA - Section 8 housing was discussed by council and <br />guest speakers Sen. Neil Dieterich, Rep. Ms Wynnia, <br />Phil Katzung, representing the Metropolitan Council <br />and Phillip Chenoweth of the Human Rights Commission. <br />Also, Mr. Andy Holdorf appeared and represented <br />Commonwealth Terrace Co-Op Student Housing. The <br />council is not against the housing program, however, <br />it was felt that the elderly people of Falcon Heights <br />should be better informed about the program and given <br />a chance to apply.. Participants in the program pay <br />at least 250 of their income for rent and the balance <br />is paid by HUD. Councilman Black moved, seconded by <br />Councilman McGough to extend Section 8 Housing to <br />May 1, 1978, beginning December 1, 1977, At that time <br />the program will be re-evaluated.. Upon a vote being <br />taken, the following voted "ayes': Mayor Warkentien, <br />Councilmen Black, McGough, Steele and Labalestra. The <br />following voted "nay":. None. Motion carried. <br />x.14 <br />CONSENT AGENDA <br />(CONT.) <br />HRA-SECTION 8 <br />HOUSING - <br />HUMAN RIGHTS <br />Sen. Neil Dieterich advised council he had received SEN. NEIL <br />the ctyts letter in respect to Gas Tax Funds and its DIETER2CH - <br />use and will become more informed in the area of its GAS TAX <br />use and to consider legislative change. The City of <br />Falcon Heights has requested the League of Minnesota <br />Cities to review the gas tax uses. Sen. Dieterich <br />noted that it was a good idea to review this periodically. <br />Council discussed the monies available and the restric- <br />tions placed against it, as there are many other areas <br />this could be used. <br />Attorney John Kenefick reviewed Gas Installer license MONTGOMERY <br />#338 for Montgomery Wards. Wards subcontracts the WARDS - GAS <br />jobs, but are responsible for the installation. INSTALLERS <br />Attorney Kenefick read a letter received from Wards LICENSE <br />explaining this.. Councilman McGough moved, seconded <br />by Councilman Steele to approve license #338 issued <br />to Montgomery Wards. Upon a vote being taken the <br />following voted "aye": Mayor Warkentien, Councilmen <br />Black, McGough, Steele and Labalestra. The following <br />voted i~nay": None. Motion carried. <br /> <br />
