[~' <br /> <br />~~ <br />MINUTES <br />REGULAR CITY COUNCIL MEETING <br />NOVEMBER 10, 1977 <br />Page 3 <br />Councilman Labalestra moved, seconded by Councilman <br />Steele the transfer fee to be charged in the transfer <br />of all General Corporate licenses be $15.00 to cover <br />administration costs, provided there is not a change <br />in the type of business being conducted. Upon a vote <br />being taken, the following voted "aye": Mayor Warkentien, <br />Councilmen McGough, Steele and Labalestra. The following <br />voted "nay": None. Motion carried. <br />After discussion by council, Mayor Warkentien moved, <br />seconded by Councilman Labalestra to approve the <br />Off-Sale Malt Liquor and Cigarette licenses for <br />Hamline Foods, 1579 Hamline Ave.. Upon a vote being <br />taken the following voted "any": Mayor Warkentien, <br />Councilmem McGough, Steele and Labalestra the following <br />voted "nay": None. Motion carried <br />Mayor Warkentien read a copy of a letter Mr. Mike <br />Heffron, Manager of the Minnesota State Fair had <br />written to Mrs. Martha Norton, Chairperson of the St. <br />Paul Planning Commission, expressing his opposition to <br />the Fairview Avenue extension. Mr. Heffron included <br />with his letter a copy of the resolution drawn up by <br />the Fair Board stating their opposition. <br />Mayor Warkentien also referred to an article from the <br />St. Anthony Bugle, Nov. 1977 issue, which he read to <br />council. The article was in reference to the Kasota <br />and Fairview Avenue extension proposal. No action was <br />taken, matter was tabled. <br />pis <br />TRANSFER FEE <br />GENERAL CORP. <br />HAMLINE FOOD <br />OFF-SALE AND <br />CIGARETTE <br />LICENSES <br />TRANSFER <br />ROUTE - <br />FAIRVIEW <br />EXTENSION SOUTH <br />A letter from the Chief Administrator Richard J. METRO WASTE <br />Dougherty of the Metropolitan Waste Control Commission CONTROL <br />was discussed by council. Mr. Dougherty is requesting ASSIST IN <br />support from the Metro area communities to oppose LEGAL ACTION <br />possible litigation proceedings being threatened by <br />the U.S. Environmental Protection Agency. U.S.E.P.A. <br />maintains the permit expired June 30, 1977 which was <br />issued for the construction of an approved wastewater <br />treatment plant. The plant is currently under construc- <br />tion and Mr. Dougherty is requesting communities to write <br />letter to legislators requesting an extension of time on <br />the permit so the construction can be completed.Mr. <br />Dougherty emphazied the cost of court proceedings in this <br />matter could be rather costly. He also stated that Metro <br />is spending over $250 million dollars to bring the plant <br />into compliance already. Engineer Lemberg recommended <br />council support of Mr. Dougherty's request to avoid further <br />expense in possible litigation proceedings. <br />
