MINUTES REGULAR CITY COUNCIL MEETING DECEMBER 22, 1977 Page 2 Councilman Labalestra requested Mr. Rutzick to give a profile of his clientele customers and hours of opera- tion. Hours of operation during school days would be 3:00 p.m. to 11:00 p.m. Monday through Thursday, 3:00 p.m. to midnight on Friday.- 12:00 noon to mid- night on Saturadays - 12 noon to 11:00 p.m. on Sundays. During the summer months they are open 12 noon to 12 mid- night. ~~O CONDITIONAL USE (CONY) Clientele is usually 15 years and older during the day and in the evening they are usually 17 years and older. Peak times are 7:30 p. m. to 9:30 p. m. with an estimated 30 patrons. Curfews are enforced and require identification. Smoking and beverages are prohibited in the store. They would like to open within 60 to 90 days. Attorney Kenefick suggested it be sent to the planning commission with more specific information. Councilman Black requested the following: 1. Amount of square feet 2. Number of machines and classified 3. Hours of operation 4. Estimate ages of clientele and number of patrons needed to make the business profitable. 5. Also letter from the St. Paul Police in reference to any problems at their arcade at the present location. Mayor Warkentien asked if he had much occasion to call the police at his present business. His answer was "no". He also related they do not permit loitering in area outside of the business. Councilman Labalestra inquired as to who would be caretaker of the business. Mr. Rutzick informed council he would have one full time employee at all times who presently is a part time employee at the present business. Motion by Councilman Black, seconded by Council- man Steele to refer the conditional use request to the planning commission meeting on January 9, 1978 at 8:00 p.m. Upon a vote being taken the following voted "aye": Mayor Warkentien, Councilmen Black, McGough, Steele and Labalestra. The following voted "nay": None. Motion carried. Minutes of Dec. 8, 1977 meeting tabled until the next MINUTES OF meeting. DEC. 8, 1977 Engineer Lemberg explained the State Aid Street System STATE AID and the available mileag:e,.28 miles the city has to STREE7SYSTEM designate and available construction funds of $208,000. He also mentioned Roseville has 1.2 miles available to designate and $571,000 for construction. He stipulated that the mileage could be used to designate Roselawn Avenue., if both communities so desired. This would permit the county to improve Roselawn Avenue.
