MINUTES <br />REGULAR CITY COUNCIL MEETING <br />DECEMBER 22, 1977 <br />Page 2 <br />Councilman Labalestra requested Mr. Rutzick to give a <br />profile of his clientele customers and hours of opera- <br />tion. Hours of operation during school days would be <br />3:00 p.m. to 11:00 p.m. Monday through Thursday, <br />3:00 p.m. to midnight on Friday.- 12:00 noon to mid- <br />night on Saturadays - 12 noon to 11:00 p.m. on Sundays. <br />During the summer months they are open 12 noon to 12 mid- <br />night. <br />~~O <br />CONDITIONAL <br />USE (CONY) <br />Clientele is usually 15 years and older during the day and <br />in the evening they are usually 17 years and older. Peak <br />times are 7:30 p. m. to 9:30 p. m. with an estimated 30 <br />patrons. Curfews are enforced and require identification. <br />Smoking and beverages are prohibited in the store. They <br />would like to open within 60 to 90 days. <br />Attorney Kenefick suggested it be sent to the planning <br />commission with more specific information. Councilman <br />Black requested the following: <br />1. Amount of square feet <br />2. Number of machines and classified <br />3. Hours of operation <br />4. Estimate ages of clientele and number of patrons <br />needed to make the business profitable. <br />5. Also letter from the St. Paul Police in reference <br />to any problems at their arcade at the present <br />location. <br />Mayor Warkentien asked if he had much occasion to call the <br />police at his present business. His answer was "no". He <br />also related they do not permit loitering in area outside <br />of the business. Councilman Labalestra inquired as to who <br />would be caretaker of the business. Mr. Rutzick informed <br />council he would have one full time employee at all times <br />who presently is a part time employee at the present <br />business. Motion by Councilman Black, seconded by Council- <br />man Steele to refer the conditional use request to the <br />planning commission meeting on January 9, 1978 at 8:00 p.m. <br />Upon a vote being taken the following voted "aye": Mayor <br />Warkentien, Councilmen Black, McGough, Steele and Labalestra. <br />The following voted "nay": None. Motion carried. <br />Minutes of Dec. 8, 1977 meeting tabled until the next MINUTES OF <br />meeting. DEC. 8, 1977 <br />Engineer Lemberg explained the State Aid Street System STATE AID <br />and the available mileag:e,.28 miles the city has to STREE7SYSTEM <br />designate and available construction funds of $208,000. <br />He also mentioned Roseville has 1.2 miles available to <br />designate and $571,000 for construction. He stipulated <br />that the mileage could be used to designate Roselawn <br />Avenue., if both communities so desired. This would <br />permit the county to improve Roselawn Avenue. <br />
