• <br />MINUTES <br />SPECIAL CITY COUNCIL MEETING <br />DECEMBER 29, 1977 <br />Page 3 <br />The motion for the adoption of the fore- <br />going Resolution was duly seconded by <br />Councilman Steele, and upon a vote being <br />taken theron, the following voted in <br />favor thereof: Mayor Warkentien, Council- <br />men Black, McGough, Steele and Labalestra <br />and the following were against same: None <br />~. ~ b <br />RESOLUTION <br />77-32 <br />(CONY) <br />WHEREUPON, the Resolution was declared <br />duly passed and adopted. <br />• <br />Bookkeeper Thomas R. Williams appreared before council <br />to discuss a salary increase for the year 1978. Mr. <br />Williams feels his salary is not adequate for the amount <br />of work he is required to perform. Council informed <br />Mr. Williams they would review the matter at a later <br />time after they had a chance to review the metro area <br />Salary Survey Report. <br />T.R. WILLIAMS <br />Motion was made by Councilman McGough, seconded by MINUTES OF <br />Councilman Black to approve the minutes of Dec. 8, 1977 DEC. 8, 1977 <br />as corrected. Upon a vote being taken the following <br />voted "aye": Mayor Warkentien, Councilmen Black, McGough, <br />Steele and Labalestra <br />Minutes of December 22, 1977 deferred to the first <br />meeting of January 11, 1978. <br />MINUTES OF <br />DEC. 22, 1977 <br />C: <br />Mayor Warkentien moved, seconded by Councilman Black <br />to change city council meetings to the second and <br />fourth Wednesday of every month. Upon a vote being <br />taken the following voted "aye": Mayor Warkentien, <br />Councilmen Black, McGough and Labalestra and the <br />following voted "nay": Councilman Steele. Motion <br />carried. <br />Council discussed salary increases and whether per <br />diem could be paid for meetings other than Council. <br />Minnesota Statutes stipulate that salary could be <br />voted on but could not go into effect until the <br />following January after an election. Council decided <br />to have the City Attorney render an opinion in respect <br />to per diem payments and bring the matter up at the <br />next meeting. <br />Councilman Steele moved, seconded by Councilman Black <br />to set the salary of Thomas R. Williams at $900.00 <br />per month of which one half shall be expended from the <br />liquor fund and one half expended from the sanitary <br />sewer fund. Upon a vote being taken the following <br />voted "aye": Mayor Warkentien, Councilmen Black, <br />McGough, Steele and Labalestra. The following voted <br />"nay": None.
