27 <br />Mayor Warkentien moved, that the Council direct Engineer WALKWAYS OPd <br />Lemberg to make a feasibility study of the possibility LARPENTEUR AVENUE <br />of putting walkways over Larpenteur Avenue on the east <br />and west sides of Snelling Avenue. Motion died for <br />lack of a second. <br />Councilwoman Stocker moved, seconded by Councilman Black, MIDWEST PLANNING <br />that Midwest Planning be contacted and asked to attend AND RESEARCH <br />the regular Council meeting of April 12, 1973, for the <br />purpose of discussion and exploration and overall plan- <br />ning of the community. Motion carried. <br />The Council authorized Clerk Administrator Barnes to DOG REGISTRATION & <br />draft a notice to be presented to the Council at the REGULATING <br />next regular meeting on April l2, 1973, regarding the <br />registering and regulating the keeping of dogs in th e <br />Village of Falcon Heights. <br />Mayor Warkentien moved that Engineer Lemberg be authorized INSTALLATION OF_I,IGHTS <br />to draw up plans for the installation of two plaques with ON NORTH SIDE OF I,'~QUOR <br />small lights, for the north side of the Municipal Liquor STORE <br />Store. Motion died for lack of a second. <br />Councilman Black moved, seconded by Councilwoman Stocker, SPEED SURVEY - <br />to authorize Clerk-Administrator Barnes to write to th a FAIRVIEW AVENUE <br />Minnesota District 9 Traffic Engineer, requesting that <br />their office arrange a survey to be made by the State <br />Highway Department on Fairview Avenue from Larpenteur <br />Avenue to County Road B, on speed limits on Fairview <br />Avenue. Motion carried. <br />Councilwoman Stocker moved, seconded by Mayor Warkentien, OPPOSING BILL ON <br />to write a letter to Senator North and Representatives ELECTIONS <br />Dieterich and Hansen, indicating that the Council is <br />very much opposed to the proposed bill which would allow <br />people to register on the day of an election. Motion <br />carried. <br />Engineer Lemberg stated that the Village should write a LETTER TO UNIVERSITY <br />letter to the University of Minnesota requesting that <br />their manure pile be removed farther from the residential <br />area in Falcon Heights. <br />Engineer Lemberg read a copy of the Resolution from the GARDEN AVENUE <br />Ramsey County Board of Commissioners turning Garden Avenue <br />back to the Village of Falcon Heights as of April 1, 1973. <br />Clerk-Administrator Barnes reported that he and the Fair- FAIRGROUND SEWER <br />grounds have reached an agreement regarding sewer charges CHARGES <br />in relationship to credit for the water used in the ponding <br />area. <br />Fire report number 11 was noted. FIB ~PO~ <br />Councilwoman Stocker moved, seconded by Councilman Black, GENERAL PAYROLL <br />to approve the general payroll for the second half of <br />March, 1973, in the amount of $2,~.20.61~. Motion carried. <br />Councilman Ecklund moved, seconded by Mayor Warkentien, GENERAL DISBURSEMENTS <br />to approve the general disbursements for the second half of <br />March, 1973, in the amount of $19,882.05. Motion carried. <br />
