27 Mayor Warkentien moved, that the Council direct Engineer WALKWAYS OPd Lemberg to make a feasibility study of the possibility LARPENTEUR AVENUE of putting walkways over Larpenteur Avenue on the east and west sides of Snelling Avenue. Motion died for lack of a second. Councilwoman Stocker moved, seconded by Councilman Black, MIDWEST PLANNING that Midwest Planning be contacted and asked to attend AND RESEARCH the regular Council meeting of April 12, 1973, for the purpose of discussion and exploration and overall plan- ning of the community. Motion carried. The Council authorized Clerk Administrator Barnes to DOG REGISTRATION & draft a notice to be presented to the Council at the REGULATING next regular meeting on April l2, 1973, regarding the registering and regulating the keeping of dogs in th e Village of Falcon Heights. Mayor Warkentien moved that Engineer Lemberg be authorized INSTALLATION OF_I,IGHTS to draw up plans for the installation of two plaques with ON NORTH SIDE OF I,'~QUOR small lights, for the north side of the Municipal Liquor STORE Store. Motion died for lack of a second. Councilman Black moved, seconded by Councilwoman Stocker, SPEED SURVEY - to authorize Clerk-Administrator Barnes to write to th a FAIRVIEW AVENUE Minnesota District 9 Traffic Engineer, requesting that their office arrange a survey to be made by the State Highway Department on Fairview Avenue from Larpenteur Avenue to County Road B, on speed limits on Fairview Avenue. Motion carried. Councilwoman Stocker moved, seconded by Mayor Warkentien, OPPOSING BILL ON to write a letter to Senator North and Representatives ELECTIONS Dieterich and Hansen, indicating that the Council is very much opposed to the proposed bill which would allow people to register on the day of an election. Motion carried. Engineer Lemberg stated that the Village should write a LETTER TO UNIVERSITY letter to the University of Minnesota requesting that their manure pile be removed farther from the residential area in Falcon Heights. Engineer Lemberg read a copy of the Resolution from the GARDEN AVENUE Ramsey County Board of Commissioners turning Garden Avenue back to the Village of Falcon Heights as of April 1, 1973. Clerk-Administrator Barnes reported that he and the Fair- FAIRGROUND SEWER grounds have reached an agreement regarding sewer charges CHARGES in relationship to credit for the water used in the ponding area. Fire report number 11 was noted. FIB ~PO~ Councilwoman Stocker moved, seconded by Councilman Black, GENERAL PAYROLL to approve the general payroll for the second half of March, 1973, in the amount of $2,~.20.61~. Motion carried. Councilman Ecklund moved, seconded by Mayor Warkentien, GENERAL DISBURSEMENTS to approve the general disbursements for the second half of March, 1973, in the amount of $19,882.05. Motion carried.
