MINUTES OF REGULAR COUNCIL MEETING <br />FALCON HEIGHTS, MINNESOTA <br />APRIL 12, 1973 <br />1 <br />1 <br />CI <br />A regular meeting of the Falcon Heights Village Council was called to order by <br />Mayor Warkentien at 7:35 P.M. <br />Mayor Warkentien, Councilmen Ecklund, Stone, and <br />Councilwoman Stocker. Also present were Clerk- <br />Administrator Barnes, Engineer Lemberg, and Attorney <br />Kenefick. <br />Councilman Black. <br />Councilman Ecklund moved, seconded by Councilwoman <br />Stocker, to approve the minutes of the meeting of <br />March 22, 1973, as corrected. Motion carried. <br />Attorney Kenefick presented the Council with a draft <br />of Ordinance 127, which he was authorized to draw up <br />at the Council meeting of March 22, 1973, pertaining <br />to bottle clubs. <br />Councilman Stone moved, seconded by Councilman Ecklund, <br />that Ordinance 127 be tabled until the meeting of April <br />26, 1973. Upon a vote being taken thereon, the following <br />voted in favor thereof: Councilmen Ecklund, and Stone, <br />and the following voted against: Mayor Warkentien, <br />and Councilwoman Stocker. Motion died for lack of <br />majority vote. <br />Councilwoman Stocker moved, seconded by Mayor Warkentien, <br />that the Council adopt Ordinance 127 pertaining to <br />bottle clubs. Upon a vote being taken thereon, the <br />following voted in favor thereof: Mayor Warkentien, <br />and Councilwoman Stocker, and the following voted <br />against: Councilman Ecklund and Stone. Motion died <br />for lack of majority vote. <br />Mrs. Harold J. Kurtz, 1805 Fairview Avenue, was present <br />at the meeting to discuss a petition presented to the <br />Council at the meeting of March 22, 1973, relative to <br />the speed limit on Fairview Avenue. The Council ex- <br />plained to Mrs. Kurtz that a letter had been written <br />to the Ramsey County Highway Department requesting them <br />to arrange for a survey to be made on Fairview Avenue. <br />Engineer Lemberg explained how the survey is taken and <br />what the actual speed limits are based on. It was <br />suggested that Mrs. Kurtz contact the Village office <br />for more information relative to this survey. <br />PRESENT <br />ABSENT <br />MINUTES <br />ORDINANCE 127 <br />BOTTLE CLUBS <br />FAIRVIEW AVENUE <br />SPEED LIMIT <br />~G Q <br />Mr. Don Rye of Midwest Planning and Research was present MIDWEST PLANNING AND <br />at the meeting by request of the Village Council to dis- RESEARCH - VILLAGE <br />cuss with the Council some aspects of planning for the PLANNING <br />Village, with special concern on the Larpenteur - Snelling <br />business corners. <br />Councilman Ecklund moved, seconded by Councilman Stone, <br />that Don Rye of Midwest Planning and Research be authorized <br />to proceed with proposals for planning services for the <br />Village, generally north and south of LaYp enteur Avenue, <br />to be presented at the next re ular Council meeti of <br />April 26, 1973. Motion carried. ~ <br />
