MINUTES OF REGULAR COUNCIL MEETING FALCON HEIGHTS, MINNESOTA APRIL 12, 1973 1 1 CI A regular meeting of the Falcon Heights Village Council was called to order by Mayor Warkentien at 7:35 P.M. Mayor Warkentien, Councilmen Ecklund, Stone, and Councilwoman Stocker. Also present were Clerk- Administrator Barnes, Engineer Lemberg, and Attorney Kenefick. Councilman Black. Councilman Ecklund moved, seconded by Councilwoman Stocker, to approve the minutes of the meeting of March 22, 1973, as corrected. Motion carried. Attorney Kenefick presented the Council with a draft of Ordinance 127, which he was authorized to draw up at the Council meeting of March 22, 1973, pertaining to bottle clubs. Councilman Stone moved, seconded by Councilman Ecklund, that Ordinance 127 be tabled until the meeting of April 26, 1973. Upon a vote being taken thereon, the following voted in favor thereof: Councilmen Ecklund, and Stone, and the following voted against: Mayor Warkentien, and Councilwoman Stocker. Motion died for lack of majority vote. Councilwoman Stocker moved, seconded by Mayor Warkentien, that the Council adopt Ordinance 127 pertaining to bottle clubs. Upon a vote being taken thereon, the following voted in favor thereof: Mayor Warkentien, and Councilwoman Stocker, and the following voted against: Councilman Ecklund and Stone. Motion died for lack of majority vote. Mrs. Harold J. Kurtz, 1805 Fairview Avenue, was present at the meeting to discuss a petition presented to the Council at the meeting of March 22, 1973, relative to the speed limit on Fairview Avenue. The Council ex- plained to Mrs. Kurtz that a letter had been written to the Ramsey County Highway Department requesting them to arrange for a survey to be made on Fairview Avenue. Engineer Lemberg explained how the survey is taken and what the actual speed limits are based on. It was suggested that Mrs. Kurtz contact the Village office for more information relative to this survey. Councilman Ecklund moved, seconded by Councilman Stone, that Don Rye of Midwest Planning and Research be authorized to proceed with proposals for planning services for the Village, generally north and south of LaYp enteur Avenue, to be presented at the next re ular Council meeti of April 26, 1973.
