<br />MINUTES OF REGULAR COUNCIL MEETING
<br />FALCON HEIGHTS, MINNESOTA
<br />SEPTEMBER 13, 1973
<br />A regular meeting of the Falcon Heights Village Council was called to order by
<br />Mayor Warkentien at 8:00 P.M.
<br />Mayor Warkentien, Councilman Stone, and Councilwoman PRESENT
<br />Stocker. Also present were Clerk-Administrator Barnes,
<br />Engineer Lemberg and Attorney Kenefick. Councilman
<br />Ecklund arrived at 8:55 P.M., due to being on afire
<br />call .
<br />Councilman Black. ABSENT
<br />Councilman Stone moved, seconded by Mayor Warkentien, MINUTES
<br />to approve the minutes of the meeting of August 23,
<br />1973, as corrected. Motion carried.
<br />Councilwoman Stocker moved, seconded by Mayor Warkentien, CONDITIONAL USE
<br />that the request for a conditional use by the H & R H 8c R BLOCK
<br />Block Tax Company, 15~.l~ W. Larpenteur Avenue, allowing
<br />them to hold income tax instructional classes at the
<br />above address, be approved. Motion carried.
<br />Councilman Stone moved, seconded by Mayor Warkentien,
<br />that Mr. Charles J. Volin, 376 Bailey Road, Newport,
<br />be granted four new cigarette licenses, for machines
<br />that he operated on the fairgrounds during the State
<br />Fair. The locations of these machines were: Block 28,
<br />Block 36 A-1, Block !~2 9-1, and the Prime Steak House,
<br />Block 3~, Lot B, for the period beginning July 1, 1973
<br />and ending June 30, 197I~. Motion carried.
<br />Mayor Warkentien moved, seconded by Councilwoman Stocker,
<br />that the request for blocking off the streets for the
<br />following neighborhood parties be app roved. The party
<br />on Albert Street between Ruggles and Roselawn on
<br />September 21, 1973, from 6 - 9 P.M., and the party
<br />on Arona Avenue between Crawford and Garden on September
<br />30, 1973, from 1 - 5 P.M. Motion carried.

<br />Councilman Stone moved, seconded by Councilwoman Stocker, VOLUNTEER FIREMAN
<br />that the application submitted by Michael Ho1l, 1300 APPLICATION APPROVED
<br />W. Skillman Avenue, for Volunteer Fireman, be approved,
<br />subject to a physical and six months probation. Motion
<br />carried.

<br />Councilwoman Stocker stated that she has received several REQUEST FOR MICROPHONES
<br />complaints from citizens who stated that when they attend AND SPEAKERS
<br />council meetings they cannot hear the Council action.
<br />She requested that the purchase of microphones and loud-
<br />speakers be looked into.
<br />Clerk-Administrator Barnes stated that he has requested
<br />quotes from several companies, ,and that he will submit
<br />these quotes to the Council at the next meeting.
<br />Mr. H. Peter Albrecht and his associate Mr. Stephen PROPOSED AMENDMENT TO THE
<br />Simon, Village Prosecuting Attorneys, were present to ORDINANCE RE: UNAUTHORIZED
<br />discuss Mr. Albrecht's letter of July 2~, 1973, re- VEHICLE USE
