Ordinance reads: "It is unlawful for the owner or any <br />other person, employing or otherwise directing the driver <br />of any vehicle to require or knowingly permit the oper- <br />ation of such vehicle upon a highway in any manner <br />contrary to law.'' <br />Mr. Albrecht stated that he interprets this law as <br />applying to an employer-employee situation, and proposed <br />that this Ordinance be amended to read: "No person <br />having possession or control of a motor vehicle shall <br />knowingly authorize or allow the same to be driven or <br />operated by any person prohibited from driving or <br />operating such vehicle." <br />Attorney Kenefick was thereby directed to draft this <br />proposed Ordinance amendment and submit it to the <br />Council at the meeting of September 27, 1973• <br />Councilman Stone introduced the following Resolution <br />and moved its adoption: <br />RESOLUTION #73-23 <br />A RESOLUTION APPROVING THE ENGINEER'S HOURLY RATE IN- <br />CREASE FROM $15.00 TO $20.00, AS SUBMITTED BY OTTO G. <br />BONESTR00, OF BONESTR00, ROSENE, ANDERLIKE & ASSOCIATES, <br />INC. <br />Councilwoman Stocker seconded the foregoing Resolution, <br />and upon a vote being taken thereon, the following <br />voted in favor thereof: Mayor Warkentien, Councilman <br />Stone, and Councilwoman Stocker, and the following <br />voted against the same: None. rSotion carried. <br />s~ <br />ENGINEER'S RATE INCREASE <br />~Tohn Labalestra of the Lido Cafe, was present to request ORDINANCE RELATING TO <br />that the Village reconsider adopting an Ordinance re- BOTTLE CLUBS <br />lating to bottle clubs. He stated that the Lido <br />Cafe is losing money because they cannot rent their <br />party rooms out for private parties where the guests <br />bring their own liquors. <br />The Council stated that this sort of an Ordinance had <br />been discussed some time before, but was deferred. <br />One item that would cause concern they felt was the <br />controls they would have over the issuance of this <br />type of license. <br />Attorney Kenefick stated the Village of Falcon Heights <br />would probably be able to issue a minimum of two <br />licenses, and that this Ordinance could be related <br />specifically to the restaurant business. <br />Attorney Kenefick was directed to draft an Ordinance <br />n ertaining to bottle clubs, relating specifically to <br />the restaurant business, to be submitted to the <br />Council at the meeting of September 27, 1973• <br />Mr. Dale Henderson of Southern California, was present ORDII~TAPICE RELATING TO <br />to request that the Village allow him to sell his LICENSING OF MOBILE VEHICLES <br />paintings within the Village of Falcon Heights.
