92 <br />MINiJTES OF REGiJLAR COUNCIL MEETING <br />FALCON HEIGHTS, MINNESOTA <br />NOVEMBER 29, 1973 <br />A regular meeting of the Falcon Heights Village Council was called to order by <br />Mayor Warkentien at 7:30 P.M. <br />Mayor Warkentien, Councilmen Black, Ecklund, and Stone, PRESENT <br />and Councilwoman Stocker. Also present were Clerk-Ad- <br />ministrator Barnes, Engineer Lemberg and Attorney <br />Kenefick. <br />None. ABSENT <br />Councilwoman Stocker moved, seconded by Mayor Warkentien, MINUTES <br />to approve the minutes of the special meeting of November <br />1, 1973, as corrected. Motion carried. <br />Councilman Stone moved, seconded by Councilman Black, to <br />approve the minutes of the meeting of November 8, 1973, <br />as corrected. Motion carried. <br />Discussion was held regarding the request for a conditional CONDITIONAL USE REQUEST <br />use permit by Richard Elhardt, 18Lt1 Asbury Avenue, at 18l~1 ASBURY <br />which address he has placed an utility building, measuring <br />8'8" long, 6'8" wide, and 7'7" high. <br />Councilman Black reported that the Falcon Heights Planning <br />Commission met on Wednesday, November 28, 1973, for the <br />purpose of considering the above request, and at that <br />time voted to recommend to the Village Council that the <br />request be granted providing that the utility building <br />be moved to a location in the recessed area at the rear <br />of the garage at said address and that it be properly <br />anchored. <br />Mr. and Mrs. John Struble, 1850 Snelling Drive, and Mr. <br />R. E. Struble, 1725 St. Mary's Avenue were also present. <br />Mr and Mrs. John Struble are property owners adacent <br />to Mr. Elhardt. They presented a certificate of title <br />for their property at 1850 Snelling Drive, which had <br />certain restrictions, to the Council. Said document <br />stated that building improvements to be erected on <br />said lot be limited to a single family dwelling and <br />garage. <br />Councilman Black moved, seconded by Councilman Stone, <br />that the matter be tabled and instructed the Village <br />Attorney to write to Mr. Elhardt explaining the res- <br />trictive covenant and requesting Mr. Elhardt to inform <br />the Council of the action he intends to take on the <br />matter. Motion carried. <br />Mr. Sid Hartman, Mr. Al Rubinger, and their architect, PROPOSED DEPELOPMENT <br />Mr. Jim Cooperman, were present to discuss their pro- HERMES PROPERTY <br />posed development of the Hermes property on Laroenteur <br />Avenue. The development includes 12.21 acres, plus one <br />acre in front of the proposed complex which would be <br />commercially developed. Each building would be inter- <br />connected with a recreational unit in the middle of the <br />
