9~ <br />MINUTES OF REGULAR COUNCIL MEETING <br />FALCON HEIGHTS, MINNESOTA <br />DECEMBER 13, 1973 <br />1 <br />1 <br />1 <br />A regular meeting of the Falcon Heights Village Council was called to order by <br />Manor Warkentien at 7:30 P.M. <br />Mayor Warkentien, Councilmen Black, Ecklund, and Stone, PRESENT <br />and Councilwoman Stocker. Also present were Clerk-Ad- <br />ministrator Barnes, Engineer Lemberg and Attorney Kenefick. <br />None. <br />ABSENT <br />Councilman Stone moved, seconded by Councilwoman Stocker, MINiJTES <br />to approve the minutes of the meeting of November 29, <br />1973, as corrected. Motion carried. <br />A petition presented to the Council from the residents <br />of the Spiegler Apartments, 1687, 1697, 1707, and 1717 <br />North Fry, was read by Mayor Warkentien. Several resi- <br />dents were present and stated that the ''No Parking'" <br />ban from 2:00 A.M. to 7:30 A.M. on the west side of <br />Fry Street in front of the apartments, causes a parking <br />space shortage for the tenants and their guests. They <br />stated that because of the "No Parking" on the east <br />side of Fry Street, the residents and their guests <br />nark on the west side using space in front of the <br />apartments. They stated that if there are no parking <br />spaces available in front of the buildings, people <br />who are visiting the apartment tenants nark in the back <br />lot thus taking another tenant's parking space, forcing <br />them to park either in front of the building or in a <br />"No Parking" zone. <br />The tenants stated that they have contacted Mr. Spiegler <br />about the problem and have suggested that he move-'.the <br />children's play area to an area closer to the buildings <br />utilize the existing play area as parking spaces. <br />If this were to be utilized in such a manner, the <br />tenants feel that it would have to be paved and also <br />that it is too late this winter to attempt it. Therefore, <br />they feel the only alternative is to remove the signs <br />in front of the buildings to allow the tenants to nark <br />there. <br />Engineer Lemberg stated that approximately nine or <br />ten cars would be able to park in that area in front of <br />the buildings. <br />Councilman Black moved, seconded by Mayor Warkentien, <br />that the "No Parking" ban from 2:00 A.M. to ?:30 A.M., <br />in front of 1687, 1697, 1707 and 1717 North Fry be <br />removed until May 9, 197t~, at which time the situation <br />will be reviewed and further action taken if warranted. <br />Motion carried. <br />PETITION ON FRY STREET <br />"NO PARKING" BAN <br />Councilman Black moved, seconded by Councilman Stone, CONDITIONAL USE <br />that the matter pertaining to the conditional use 1841 ASBURY <br />request by Richard Elhardt to place a utility building <br />at 18lt1 Asbury, be taken from the table. Motion carried. <br />
