MINUTES OF REGULAR COUNCIL MEETING 1 ~ 4 <br />FALCON HEIGHT S, MINNESOTA <br />DECEMBER 27, 1973 <br />A regular meeting of the Falcon Heights Village Council was called to order by <br />Mayor Warkentien at 7:30 P.M. <br />~ Mayor Warkentien, Councilmen Black, Ecklund, and Stone, PRESENT <br />and Councilwoman Stoeker. Also n resent were Clerk Ad- <br />ministrator Barnes, Engineer Lemberg and Attorney <br />Kenefick. <br />None. ~ <br />Councilman Stone moved, seconded by Councilwoman Stocker, MINUTES <br />to app rove the minutes of the meeting of December 13, <br />1973, as corrected. Motion carried. <br />Mr. William T. Butler, President of Poor Richard's, Inc., <br />l~00 Whitall Street, St. Paul, was present at the request <br />of the Council and by notice of the Village Attorney <br />to appear in the matter of the license suspension or <br />revocation of Poor Richard's, Inc.. This action was <br />deemed necessary after evidence of proof of criminal <br />conduct was brought forth on the part of Richard A. <br />Wybierala, former president of Poor Richard's,. Inc. <br />Mr. Butler stated that he recently purchased <br />eighty-seven per cent of the company, formerly held <br />by Richard A. Wybierala, doing business as Poor <br />Richard's, Inc., refuse hauler, outright. Mr. <br />Wybierala's father owns the remaining thirteen per <br />cent. Mr. Butler is also President of Metropolitan <br />Refuse and Disposal. He stated that he employs only <br />qualified and highly responsible employees and that <br />his businesses are respectably run. He also stated <br />that Richard A. Wybierala will not be associated <br />with the company at any time in the future. <br />In view of the fact that Richard A. Wybierala is no <br />longer associated with the business and of the inten- <br />tions of William T. Butler, President of Poor Richard's, <br />Inc., it was the Council's decision that no further <br />action was needed at this time. The license does <br />expire on June 30, 197t~, and if at that time cause is <br />shown that said license should be revoked, the matter <br />will again be brought to the Council for review. <br />Councilman Black introduced the following Resolution <br />and moved its adoption: <br />RESOLUTION #73-~t1 <br />A RESOLUTION AUTHORIZING TEMPORARY TRANSFER OF AN <br />ADDITIONAL $500.00 TO THE MUNICIPAL LIQUOR IMPRESET <br />FUND <br />Mayor Warkentien seconded the foregoing Resolution <br />and upon a vote being taken thereon, the following <br />voted in favor thereof: Mayor Warkentien, Councilmen <br />Black, Ecklund, and Stone, and Councilwoman Stocker, <br />and the following voted against the same: None. <br />Motion carried. <br />POOR RICHARD'S, INC. <br />REFUSE HAULER <br />RESOLUTION APPROVING <br />TRANSFER OF FUNDS <br />
