105 <br />Mayor Warkentien moved, seconded by Councilwoman Stocker, APPROVAL OF RINK ATTENDANTS <br />that the rink attendants for the 1973-197t~ season be <br />approved as submitted by the Clerk-Administrator. Motion <br />carried. <br />Two special meetings were set by the Council at which it ON-SALE LIQUOR ORDINANCE <br />will be working on an ordinance pertaining to the issuance <br />of on-sale liquor licenses to be held Wednesday, January <br />16, 197) at 7:30 P.M., and Monday, January 21, 1971, at <br />8:00 P.M. <br />Attorney Kenefick reported that in order to permit a <br />business holding an on-sale liquor license to operate on <br />Sundays, a special election would have to be held in <br />order to get voter approval of said operation. This <br />would not include holiday sales. <br />John Labalestra, Oscar Goedert and Clem Lehnen were <br />present for discussion of the liquor issue. All ex- <br />pressed concern that when drafting the ordinance the <br />Council might overlook the shall businessmen and <br />make the regulations impossible for them to meet, <br />such as fees, minimum investment, investigation fees, <br />space requirements and eligibility. <br />Mrs. Richard Brown, 1516 Crawford, was present to <br />discuss the traffic problem in the alley behind their <br />home at the above address. Flower City and the National <br />Surplus Store use this alley as a receiving entrance and <br />their trucks nark there while the employees unload <br />the merchandise. Customers also use the alley to pick <br />up merchandise. She stated that it is almost impossible <br />to get into their driveway at times without waiting for <br />other traffic to clear the alley. <br />Clerk-Administrator Barnes was directed to contact the <br />managers of the above stores and request that they <br />enforce a no-parking or ban stopping in that alley, <br />because as it is now, it would be difficult for <br />emergency vehicles to get into the alley in case of <br />an emergency. <br />Mrs. Brawn also stated that she feels there will be <br />a water run-off problem from the liquor store parking <br />lot when the snow melts. It was agreed to again <br />check the lot this spring to see if the problem can <br />be resolved. Mrs. Brown said that they have also <br />made plans of selling the property, after consultation <br />with an attorney. Clerk-Administrator Barnes was <br />directed to contact Mr. Doug Rees owner of the business <br />property on the northeast corner of Larpenteur and <br />Snelling to see if he is interested in purchasing <br />the property to utilize as parking space. <br />Discussion of the Municipal State Aid Fund Usage was <br />deferred . <br />Fire reports numbers 51, 52, 53, SIt, and 55 were noted. <br />ALLEY PROBLEMS AT <br />FLOtr]ER CITY AND NATIONAL <br />SURPLUS STORE <br />MSA FUND USAGE <br />FIRE REPORTS <br />The Sheriff's report for November, 1973, was noted.
