Motion carried. <br />Fora~sr Mayor Harold Nilsen, 179t~ Tatum Street, was present <br />to discuss the storm and surface water drainage in the <br />portion of Falcon Heights bounded by University of <br />Minnes©ta property on the West, Roselawn Avenue on the <br />North except those properties that have been described <br />as falling within the boundaries oP the Rice Creek <br />Watershed, Fairview Avenue on the East and Lsrpenteur <br />Avenue on the South. He presented the Council with e <br />report labeled "Exhibit A" which is on file in the <br />Clerk's office, of events and circumstances surrounding <br />the drainage arse and related his concerns for the <br />area. <br />He also presented several topography maps showing the <br />water flow and elevation levels, and showed slides and <br />film of the heavy flooding and high water levels in <br />the area during the spring of 1865. <br />1 <br />Mr. Nilsen stated that he felt the Council should have <br />a storm drainage study made of the area before they <br />allow the construction of any type which would be <br />destructiiae to the land in the area. It was stated <br />that there have been no formal, applications of any <br />type which allow the construction of a complex on the <br />property in question. <br />Mr:~ Nilsen requested that the Council authorize the <br />City Engineer to conduct a study of the storm water <br />and surface water drainage of the area involved. <br />STORM AND SURFACE WATER <br />DRAINAGE - HAROLD NILSEN <br />Councilman Ecklund moved, seconded by Councilman Steele, COST PROPO:~I. - DRAINAGE <br />to authorize Engineer Lemberg to prepare a cost proposal STUDY <br />for lthe Council on the study of the drainage area west <br />of Snelling Avenue. Motion carried. <br />Councilman Steele introduced the following Resolution <br />and moved its adoption: <br />BESOLt~ION #?~+-7 <br />A RESOLUTION AUTHORIZING THE INCREASE OF $.50 IPt COM- <br />PENSATION FOR THE FALCON HEIGSTS VOLUNTEER FIRE <br />DEPARTMENT, RETROACTIVE AS OF JANUARY 1, 1974 <br />Councilman Black seconded the foregoing Resolution and <br />upon a vote being taken thereon, the following voted <br />in favor thereof: Councilmen Black and Steele, and <br />Councilwoa-an Stocker, and the following voted against <br />the same: Mayor Warkentien.
